On 03/27/2024 Officers and Agents of the Municipal Police Force of Benevento – Judicial Police Unit coordinated by the Commander Dr. Pasquale PUGLIESE in collaboration with the Building Supervision service of the Urban Planning Sector coordinated by the Surveyor. Gianmarco VARRICCHIO and the Arch. Antonella MORETTI, following a detailed and complex investigative activity, with associated documentary reconstruction, found several violations of urban planning and building regulations in Contrada San Vitale in the Municipality of Benevento.
Three criminal seizures were carried out by the Officers and Agents of the Benevento Municipal Police Force:
An area of approximately 3,000 m2. where construction works were being carried out for the construction of a steel shed of approximately 10.10 meters long x 20.20 meters wide, the title of which would appear to be unsuitable.
A property intended as a warehouse for the storage and wholesale of feed and other agricultural material, due to demolition work that was never carried out.
Copious construction documentation regarding qualifications.
The construction of the imposing steel structure placed its legal basis on the so-called. “demolition and reconstruction” of other buildings, whose qualifications were not found suitable by the urban planning office of the Municipality of Benevento.
Within an old building file, there were graphics that did not correspond to the building title and consequently to the volumes.
Various complaints from the Judicial Police Operators, ranging from the absence of building permits, differences in plan, volume, typology and use compared to what is permitted by the administrative acts, also in relation to pre-existing buildings, change of urbanistically relevant use without suitable qualification and false certification.
Under the magnifying glass of the investigators, several files containing building permits and concessions end up, placed under evidentiary seizure today following an inspection in public offices, after verifying the presence of graphs that do not correspond to the building permits.
In the area in question, a tax deduction procedure for seismic adaptation was underway with an attached tax deduction for works estimated at 469,455.44 euros.
Eight people were handed over in a state of freedom to the competent Public Prosecutor’s Office at the Court of Benevento, including the client, owner, company carrying out the works and technicians for various types of crimes, such as building violations, ideological and material forgery.
Those affected by the provision are people subjected to preliminary investigations and therefore innocent until a final conviction. The precautionary measures adopted are subject to validation by the judicial authority and subject to appeal by the interested parties.
