From the functioning of the national platform and the regional waiting list platforms to the methods of confirming or canceling appointments for medical visits. From the possibility of increasing the spending ceiling for healthcare personnel to the approval of the new calculation methodology for the need for healthcare personnel, up to programs to strengthen mental health.

There are at least seven implementing decrees necessary, on all these matters, to make the new indications contained in the legislative decree for the reduction of waiting lists launched in recent days by the Council of Ministers fully operational.

Let’s see in detail what it is.

Article 1 (Establishment of the National Waiting List Platform)
Paragraph 3 provides that within sixty days from the date of entry into force of the law converting this decree, by decree of the Minister of Health, having consulted Agenas and acquired the opinion of the State-Regions Conference, specific guidelines will be adopted to define the criteria for implementation, operation and interoperability between the national platform and the regional platforms.

In paragraph 4 it is explained that the Platform operates in coherence with the “National Model of Classification and Stratification of the Population” (MCS), developed as part of Sub-investment 1.3.2, of Mission 6 Health, of the National Recovery Plan and Resilience (Pnrr) and made available to the regions and autonomous provinces of Trento and Bolzano, according to the methods identified by decree of the Minister of Health, to be adopted within thirty days from the date of entry into force of this decree.

Article 3 (Provisions for the implementation of the health service booking system)
In paragraph 5 it is explained that Cup activates a booking cancellation system, to remind the patient of the date of provision of the service, to request confirmation or cancellation of the reservation made, to be carried out at least two working days before the provision of the service , even in remote mode, as well as systems for optimizing booking diaries, according to the technical indications contained in homogeneous guidelines at national level, adopted by decree of the Minister of Health, subject to agreement in the Permanent Conference for relations between the State, the regions and the autonomous provinces of Trento and Bolzano.

Article 5 (exceeding the spending ceiling for healthcare personnel)
In paragraph 1 regarding the spending ceiling for healthcare personnel, it is said that the possibility of an increase from 10 to 15% compared to the regional healthcare fund compared to the previous financial year is authorized subject to verification of the adequacy of the measures to compensate for the increased expenditure of personnel with decree of the Minister of Health, in agreement with the Minister of Economy and Finance, in agreement with the Permanent State-Regions Conference.

In paragraph 2 that, starting from 2025, for the purposes of determining the expenditure for personnel of companies and NHS bodies in the regions, within the level of financing of the standard national health requirement to which the State contributes and without prejudice to compliance of the economic and financial balance of the Regional Health Service, with one or more decrees of the Minister of Health, in agreement with the Minister of Economy and Finance, subject to agreement within the Permanent State-Regions Conference, a methodology is adopted for the definition of the staffing needs of the NHS bodies. The three-year requirement plans for the regional health service prepared by the regions on the basis of the aforementioned methodology are approved by decree of the Minister of Health, in agreement with the Minister of Economy and Finance, subject to agreement within the Permanent State-Regions Conference, for the purposes of verifying financial adequacy.

Article 6 (Further measures to strengthen the provision of care and strengthen the Mental Health Department)
In paragraph 1, for the regions receiving the National Health Equity Program 2021-2027, by decree of the Minister of Health, in agreement with the Minister for European Affairs, the South, cohesion policies and the Pnrr, it is defined, by sixty days from the date of entry into force of the law converting this decree, using the resources of the aforementioned Programme, in compliance with the procedures, territorial, programmatic and financial constraints envisaged by the 2021 – 2027 programming and the eligibility criteria of the aforementioned Programme , an action plan aimed at strengthening the capacity to provide health services and increasing the use of health and social-health services in the area.
