Boom in bookings for incentives for electric cars. On the opening day of the platform to access theEcobonus 2024 the funds intended for cars in the 0-20 g/km of Co2 range – i.e. in practice exclusively electric vehicles – they were sold out.

The platform through which dealers will be able to book contributions for the new 2024 car incentives reopened only this morning, with applications that can only be submitted through car dealers.

How the 2024 Ecobonus works

The forms for requesting the bonus and the tables which, broken down by vehicle category, show the criteria for attributing the contributions are made available on the website https://ecobonus.mise.gov.it/. The incentives ‘booked’ online will then transform into real discounts when purchasing the car. The purchase of electric, plug-in hybrid and combustion engine cars with a CO2 emission level of up to 135 g/km, as well as electric and non-electric motorcycles and mopeds and light commercial vehicles is facilitated.

For the measure promoted by the Ministry of Business and Made in Italy led by Minister Adolfo Urso, resources equal to 950 million euros are available, to which 50 million are added for vehicles for the current year allocated by the law of 30 December 2020, n. 178, for a total of one billion euros. Among the new features, contributions are foreseen proportional to the environmental class to which the vehicle to be scrapped belongs, including Euro 5 class cars.

ISEE and maximum price, how the Ecobonus varies

The state contribution for electric vehicles varies based on the buyer’s income according to the ISEE and the scrapping of an old vehicle at the time of purchase. The maximum contribution obtainable for the purchase of a new electric vehicle, for the scrapping of a vehicle up to Euro 2, will rise from 5 thousand to 13,750 euros for those in possession of an ISEE under 30 thousand euros. For the purchase of plug-in hybrids, the State grants up to a maximum of 10,000 euros, while for the purchase of endothermic/hybrid vehicles the maximum contribution is 3,000 euros.

There is also a maximum price threshold for the model that can be purchased, VAT excluded, set at 35 thousand euros in the 0-20 and 61-135 emission bands and at 45 thousand euros in the intermediate 21-60 one. In simple terms, the incentivized price ranges include electric cars (0-20 g/km) with a price, VAT included, of up to 42,700 euros, plug-in hybrids (21-60 g/km) of up to 54,900 euros and hybrid, full hybrid and thermal ones up to 42,700 euros. As regards used cars, Euro 6 with emissions of up to 160g/km of CO2 and a price of up to 25 thousand euros: the incentive to purchase them is 2 thousand euros by scrapping a vehicle from Euro 0 to Euro 4.

The discounts will be proportional to the environmental class of the vehicle to be scrapped, including Euro 5 class cars, and to the buyer’s income. Let’s start from the ISEE variable: for those with an income exceeding 30,000 euros, the car incentive will be up to 6,000 euros without scrapping, or up to 9,000 euros for scrapping a Euro 4 car, 10,000 euros for scrapping a Euro 3 car and 11,000 euros for scrapping a from Euro 0 to Euro 2. For an ISEE of less than 30,000 euros the state incentive amounts to 7,500 euros without scrapping, 11,250 euros for scrapping a Euro 4 car, 12,500 euros for scrapping a Euro 3 car and 13,750 euros for scrapping one from Euro 0 to Euro 2. For those with low incomes, there is also the possibility of obtaining the ecobonus by scrapping a Euro 5 and in this case the bonus is 8 thousand euros in the 0-20 range and 5 thousand in the 21-60 range.

Bonus also for used, LPG, motorcycles and quadricycles

The objective of the measure is to encourage the scrapping of the most polluting cars (Euro classes 0, 1, 2 and 3) which today represent 25% of the current fleet in circulation. With this aim, a contribution of up to 2,000 euros is foreseen for the purchase of used Euro 6 class vehicles with emissions of up to 160 g/km CO2, for the scrapping of a car up to Euro 4.

The provision introduces a contribution for the installation of new LPG or methane systems for transport on vehicles of class up to Euro 4: the contribution is equal to 400 euros for LPG systems and 800 euros for methane systems.

As regards electric motorcycles and scooters, the contribution is equal to 30% of the sales price (maximum 3,000 euros), which rises to 4,000 euros in the case of scrapping (Euro 0 to Euro 3). For non-electric models, up to Euro 5, the discount stands at 40%, up to 2,500 euros, if the seller applies an additional reduction of at least 5% and if a vehicle from Euro 0 to Euro 3 is scrapped. Attention : for each category affected by the incentives, the vehicle delivered for scrapping must have been registered in the name of the owner of the new vehicle or one of the cohabiting family members for at least 12 months.

The Province of Bolzano also provides contributions for electric vehicles, intended for private individuals, public bodies, companies and associations. These are intended for the purchase, long-term rental or leasing of brand new electric vehicles in the passenger car, moped/motorcycle and cargo bike categories.
