The trade unions CISL Scuola, FLC CGIL, SNALS Confsal, GILDA UNAMS and ANIEF communicated their signature on the text and specified the details of the agreement.

Which categories of teachers can apply for assignment and use? Can we have a general overview of the conditions for carrying out these operations?
This is the response from the Cisl Scuola secretary Attilio Varengo:
“Provisional assignments are an institution aimed at reunion therefore, in order to request provisional assignment, one must fall within one of the conditions provided for in article 8, i.e. situations of reunification. L’use instead it is a different institute, it essentially allows the teacher who is entitled to practice the profession for the following year in a position different from the one in which he was hired. For example, the ordinary teacher who has a specialization can ask for its use with support, the primary school teacher who specializes in the language can request use of the foreign language.
The use is essentially an operation that generally meets not so much the needs of the teacher or ATA staff as those of the administration. Why do I say this? Because it could happen that the teacher has been declared supernumerary or redundant and therefore there is a need on the part of the administration to redeploy staff. Here, use is distinguished from assignment operations because use is essentially dictated by situations or contingents deriving from supernumerary or redundancy or from the desire of the teacher or ATA staff in some cases to propose themselves for a job other than that for which is permanent while the temporary assignments are exclusively on the side of reunification”.
