According to a law enforcement source cited by Tass, among the kidnappers there are members of ISIS who have to appear in court on charges of terrorism.

“The head of the Main Directorate of the Federal Penitentiary Service of Russia is at the scene of the accident, as are representatives of the interacting law enforcement agencies and the prosecutor’s office,” the note also reads.
