The mayor’s third term Giuseppe Lupo Stanghellini begins with good news. In the last few hours the mayor received the communication that his Municipality won at the TAR against the MIUR, which rejected the project twice. So he will receive the financing of 3,200,000 euros for the reconstruction from scratch of the Primary School.
The first exclusion from the tender
In 2022 the Municipality participated in the tender of National recovery and resilience plan which saw funding allocated to build more innovative, sustainable, safe and inclusive schools. To be eligible, local authorities had to present a project that included an intervention aimed at completely demolishing the pre-existing school complex to build a new one.
This is what the Stanghellini administration also did. The project presented envisaged the demolition of the school, built over 60 years ago, except for the canteen because it was recently built. Precisely on this point, however, a misunderstanding arose: the State “confused” the old canteen, now classrooms, with the new one. Thus the MIUR excluded Monte Cremasco from the financing.
The annulment of the provision and the second exclusion
The mayor has decided to proceed legally. In July 2022 the first hearing arrived which ruled in favor of the Municipality and in October of the same year there was the ruling of the Lazio Regional Administrative Court which provided for the annulment of the exclusion provision of the Crema local authority.
Then the Stanghellini administration resubmitted the application. However, once again the MIUR excluded the project, deducing the same reasons. This second exclusion measure was also challenged by the mayor, who can finally rejoice with the TAR’s ruling.
