On June 6th the No. 131 from the Official Journalwhich includes a amendment of the Ministerial Decree of 6 November 2023 of the Ministry of the Environment and Energy Security relating to “Minimum Environmental Criteria (CAM) for contracts relating to refreshment services and the distribution of mains water for drinking purposes“.
In particular, the annex relating to the fat content of sweet and savory snacks is amended, given the need to integrate additional types of fats that can be used in their preparation. Below is what is reported in the Official Journal.
1. The word Attachment is replaced by the word Attachment 1.
2. In Annex 1, paragraph 2.2.2.8 ‘Savory snacks’, in the first paragraph, the words ‘extra virgin olive or sunflower oil’ are replaced by the following: ‘extra virgin olive oil, sunflower oil, grapeseed oil. I am other vegetable oils and fats are permitted, including their derivatives, if they have sustainability certifications such as: ISCC plus (International Sustainability and Carbon Certification), CSQA DTP 112, Roundtable on Sustainable Palm Oil (RSPO), Palm Oil Innovation Group (POIG), Soy Roundtable (RTRS), Soy Sustainability Assurance Protocol (SSAP), Pro-Terra as well as spreads made from these certified oils and fats.
3. In Annex 1, paragraph 2.2.2.9 ‘Sweet snacks’ is replaced by the following:
«2.2.2.9 Sweet snacks.
to) Bakery products: in the range of sweet products present in each distributor, at least one product line in three is biological. The range of sweet products present in each distributor also includes a product line reduced sugar content, i.e. less than 5 grams of sugar per 100 grams of product, pursuant to Regulation 1924/2006 and a reduced fat product line, i.e. less than 3 grams of fat per 100 grams of product. These features are clearly visible on the packaging. THE permitted fats are butter, cocoa butter, extra virgin olive oil, sunflower oil, grape seed oil. Are allowed other vegetable oils and fats, including their derivatives, if they have sustainability certifications such as: ISCC plus (International Sustainability and Carbon Certification), CSQA DTP 112, Roundtable on Sustainable Palm Oil (RSPO), Palm Oil Innovation Group (POIG), Soy Roundtable (RTRS), Soy Sustainability Assurance Protocol (SSAP), Pro-Terra as well as spreads made from these certified oils and fats.
b) Chocolate bars: chocolate bars, if present, have a cocoa concentration of at least 50%. The cocoa is organic that is, coming from fair tradein possession of a specific certification or logo attesting to the producer’s membership in multi-stakeholder initiatives such as the Fairtrade Labeling Organizations (FLO-cert), the World Fair Trade Organization (WFTO).».

The decree is entered into force on 7 June 2024the day following the date of publication in the Official Gazette of the Italian Republic.
