Romagna flood, CGIL: “Melon promises ended up in the mud”

The promises of the Meloni government “ended up in the mud”. The budget of the CGIL of Emilia-Romagna is harsh one year after theflood. One year later “it is necessary to remember the drama that our territory has suffered and to rally alongside those who unfortunately continue to suffer its consequences. However, we also need to take stock of the choices that have been made”, states the unions. The overall damage inflicted on our territory was around 9.5 billion euros and the Government “in the days immediately following theflood he spent himself on the catwalks, promising that he would guarantee 100% compensation for the damage suffered by the population and rapid and effective reconstruction. Unfortunately, however, things did not go this way”, notes the CGIL. To date, explains the regional CGIL, “almost all of the families affected have not received any compensation for the damage suffered, with the exception of the first interventions carried out through the CAS and the CIS. The Government, which had promised 100% compensation for damages, has not yet found the time to approve an amendment that allows compensation for movable property (furniture, household appliances, etc.). This is a real shame, a slap in the face to the affected population.”

Furthermore, the union continues, the “envisaged procedures are complex and cumbersome and the rules to regulate the use of the tax credit for the payment of compensation are still missing, a measure requested by the trade unions and implemented in the latest budget law” . On the reconstruction side, then, the Government “has allocated half of the necessary funds. Furthermore, there is no further news of the allocation of 1.2 billion euros from the Pnrr announced with great fanfare by President Meloni. It is therefore not known whether these are additional resources compared to those already allocated and what the methods and timing are for the implementation of the projects”.

Last but not least, the issue of personnel in local offices to manage tenders and construction sites. “To date there are great difficulties in making even the few planned hires. In this way, the objective of rapid and sustainable reconstruction from a social and environmental point of view, capable of tackling the climate emergency we are experiencing, becomes increasingly more of a mirage.” We immediately proposed to Commissioner Figliuolo to share a protocol with all the institutions and social partners to guarantee legality, quality of work and safety at work in reconstruction. We were not listened to and the commissioner prepared a partial and insufficient protocol with the Prefectures”. The outcome that emerges, therefore, “is clearly worrying and negative for the territories involved and for the people who have suffered damage”.

“The institutions must act so that tragedies like this do not happen again”. The parliamentarian of the 5 Star Movement, Marco Croatti, reflects on “the cursed May of 2023 with its burden of rain, death, destruction” which “will not be forgotten by the people of Romagna”. Underlining that “in the towns of wounded Romagna we fearfully wonder what would happen today with similar rainfall”. That territory, he continues, “is still dealing with the damage of the flood, with over 81,000 landslides recorded, with problems with road infrastructure and embankments”.

And a year later “the delays and shortcomings of the government are evident, also towards families due to the lack of promised compensation for furniture and appliances”. Certainly the people of Romagna did not feel sorry for themselves, they rolled up their sleeves, for this reason, concludes Croatti, “we ask the government loudly to honor this anniversary by immediately issuing decrees and urgent measures that respond to the doubts, requests and fears of those who lost everything last May and who still see the issue of compensation on movable property blocked”.
