“Roof collapsed because steel was preferred to wood”

The collapse of the roof of the Folignano gym which occurred on 17 January 2017 is to be linked to the fact that in the final project of the completion stage a steel roof was envisaged instead of a wooden one, as originally planned. This is the concept reiterated by the prosecutor’s consultant in the last hearing of the trial underway before the Ascoli court regarding the collapse of the roof of the integrated structure of Villa Pigna which occurred under the weight of the snow which fell abundantly throughout the Piceno area in those days. The defendants are Riccardo Adamoli and Carlo Guaiani. Adamoli is involved as a professional appointed by the Municipality of Folignano for the definitive and executive design of the integrated multipurpose structure, as designer of the 1st phase and designer and works manager for the 2nd phase of completion of the work. The architect Guaiani appears as the sole person responsible for the procedure in relation to the works of the 2nd phase. Assisted respectively by lawyers Mariano Nardi and Alessio De Vecchis, they are accused of negligent disaster and negligent collapse; the Municipality of Folignano is the civil party (lawyer Mauro Gionni). These are the positions that prosecutor Monti isolated, instead shelving the investigation into the former mayor of Folignano Pasquale Allevi and Vincenzo Benassai, general director and head of the municipality’s public works service from 2000 to 2006. Previously, the filing had been ordered for the architect Emidio Cinesi, static tester of only the 1st excerpt, and for the owners of the two companies that carried out the works, Gaetano Storace of Naples and Bernardo Santonicola of Salerno. Allevi had been involved since the first resolution on the creation of the integrated structure of Villa Pigna was made in 2000; he was mayor at the time and entrusted the design of the work completed in 2004 to engineer Adamoli; The judiciary found no responsibility against Allevi. Prosecutor Monti also accuses the defendants of not having redone the overall calculations of the work which would have demonstrated the inability of the reinforced concrete pillars to support the heavier roofing.
