Regarding the passeweb application, the Administration, represented by the Head of Department, Dr. Jacopo Greco and Eng. Davide D’Amico General Director of communication systems, informed the trade unions that he had initiated discussions with INPS to guarantee the interoperability of the computerized systems of the Ministry of Education and those of INPS, aimed at eliminating the obligation for schools to work on the passweb platform.

The intent is to minimize the insertion/validation of data by the secretariats, providing for the automatic calculation of the entitlements due to retiring staff.

This arises from the fact that in the in-depth study launched by the Administration on the entire issue, it found the complexity of the topic and recognized the actual difficulty on the part of schools in managing a procedure which shows numerous and sometimes unavailable variables to be put under check.

In our speech, in addition to recalling that the FLC CGIL has requested since 2019 to eliminate the obligation to use passweb from schools, we asked for the Administration’s commitment to continue the roundtable meetings to monitor the evolution of the MIM/INPS dialogue and to ensure that there are significant changes in the situation from 1 September 2024. Regarding INPS compensation on interest paid to workers for late payments of severance pay dues, we proposed to the Administration to take an active part with the INPS so that the compensations are immediately suspended, in consideration of the discussion initiated. At the same time it is necessary to promote coordination action with local areas, so that they operate in support of schools and not “against” them, as is happening in some situations.

The “interoperability” of the systems, the simplification, the coordination between the different institutional levels (MIM/MEF/INPS) are a first solution but, as far as we are concerned, the solution can only be one and radical: out of passweb from schools and all other serial practices (third level rankings, career reconstruction, litigation, etc.) which have nothing to do with the implementation of the training offer plan.

In its final speech, the Ministry, in response to the FLC CGIL’s request to be more aware of the date of entry into force of the new method of managing pension practices, responded that times and methods are the subject of the ongoing MIM/INPS institutional discussion, although it is conceivable that the new methods will come into force as early as next September 1st. Finally, on compensation, the Administration reiterated that share the request of the FLC CGIL, underlining that the outcome of this matter will depend on the discussions currently underway with the INPS.

The meeting as per our request was adjourned to April 30th at 3.30pm.
