The regional council in Basilicata is ready but 3 unknowns remain: pink quota, presidency of the Council and councilor for Health. The game is played mainly within Fratelli d’Italia who are hoping for 3 positions
The shape of the new regional council seems to be there but there are still obstacles to overcome in view of the appointment of 5 July when the Regional Council will meet again and which constitutes a sort of insurmountable line within which to dissolve any doubts on the part of President Bardi.
Three seem to be the biggest unknowns at the moment: the name of the woman to be included in the council to respect the women’s quotas, the name of the Prime Minister and the name of the health councilor.
Elements on which it will evidently be up to President Bardi to say the last word.
A first hypothesis that at the moment seems the most probable should lead to two councilors from Fratelli d’Italia Cicala and Latronico, both in the council and with the latter as probable deputy vice president.
The coordinator of the League and regional councilor Pepe will certainly be on board as well as the Forza Italia appointee is Cupparo while the choice of Action will then fall directly to Marcello Pittella.
Given the will of the two members of Fratelli d’Italia and the will of Pepe himself to enter the council, the presidency of the Council should be a question between Cupparo and Pittella. The preferred hypothesis would lead to the former president of the Basilicata Region who however had expressed the desire to join the council with Action and then it could be the turn of Forza Italia which is represented in the council at the highest levels with governor Bardi already being an expression of the party.
The other stumbling block, that is, the pink quota in an organic and representative division of all the forces in the Council, should fall to Orgoglio Lucano and the component of Italia Viva who could choose an external candidate from the list in the province of Matera, i.e. Nunzia Antezza, former municipal councilor in Matera of the Democratic Party in a previous era when there had not yet been a split from the Renzian component of the party.
At that point the council would be substantially done and we could move on to the issue of delegations. With the biggest obstacle being represented by health care. There could be a Latronico hypothesis (perhaps the preferred hypothesis at the moment), the Pittella hypothesis is more difficult while the option that President Bardi decides to keep this delicate delegation for himself is also growing, even if it would be a heavy and additional burden to have to bear.
It is clear that the pieces of the delegations will fit together when the other three pieces are understood, namely the Presidency of the Council, the gender quota and the health councilor.
But internal discussions within the parties and in particular within the Brothers of Italy could upset this balance and change the geography.
A more distant but not excluded hypothesis remains that Fratelli d’Italia itself is claiming a further and third position to the detriment of Orgoglio Lucano (which has a councilor and which evidently should then be “satisfied” in another way).
In this case, regional councilor Fazzari could enter the council to the detriment of Antezza of Orgoglio Lucano with Fratelli d’Italia who could have a large representation in the council and then probably the presidency of the Council again for Cicala.
Here, however, it would be necessary to convince the councilor from Viggiano to repeat the experience just interrupted and in this case, internal party political elements would evidently come into play, which are now difficult to identify specifically but which probably play a decisive role in the ongoing game.
It is unlikely that we will go far from a picture of this type. If we had to make a prediction today, Cupparo as Prime Minister, Nunzia Antezza in the council and Latronico as health assessor could be the combination that could close the circle by July 5th.
But the game is still open, the unknowns remain as well as the doubts and the different options.
