COSENZA The centre-right councilors announce that they will go to the prefect to denounce the reopening of Corso Vittorio Emanuele II. The news was given on the sidelines of the control and guarantee commission in which the manager Antonella Rino was heard on the ordinance – later in turn annulled – with which the ordinance to reopen the road affected by landslides and collapses was recalled (here are the latest developments in the story).
The session began in a troubled way after the majority councilor Savastano, before the commission president D’Ippolito opened the proceedings, revealed that she was aware of disciplinary proceedings by the municipal administration against Rino herself, of which two days ago the delegation to Civil Protection was removed in what seemed like a demotion linked precisely to the matter in question.
Rino herself assured that she was not aware of the provision: “They are documents to be delivered by hand in a sealed envelope, while I did not even receive a verbal reprimand.” Dem councilor Francesco Alimena however asked to put the question of legitimacy to the vote “otherwise – he ordered – we’ll go out”, echoed by Chiara Penna who, after a high-toned exchange with Spataro (“Go ahead!”) he left the pre-council room followed by Alimena himself and his colleagues De Paola, Golluscio, Sacco and Savastano. The presence of three majority councilors (Frammartino, the only member of the commission, who immediately “distanced himself” from the incident, and the group leaders Graziadio and Gigliotti, as well as Bianca Rende), nevertheless guaranteed the validity of the session, which they joined the representatives of the minority en bloc.

«This is not a tribunal – said Francesco Caruso, addressing those who implemented the Aventine – and yours is a pathetic attempt to postpone the commission with specious reasons: what difficulty do you have in talking about this topic? We evidently hit a nerve. And it is very serious that a councilor learned such news before the person concerned.” Rende took the same position, denouncing an “attempt at censorship as well as the risk of defamation” for Rino since Savastano had “revealed extremely confidential data in public”.

Antonella Rino is a trusted figure and as proof of this it must be said that she managed the entire issue of the Cis funds (130 million), in close contact with Alimena himself, and also led the Public Works, therefore the affair – net of the technical implications in itself, even delicate ones since it concerns public safety – also opens up new scenarios from the political point of view and of the internal relations within the administrative machine.
In her hearing, the manager claimed “transparency and impartiality” ensuring that she had acted with “legality and competence in the matter. I tried to avoid the revocation – you then assured her – but it was in the public interest because public safety was involved”, thanks to a prerogative that belongs only to the managers, for whom they are also criminally liable.
He reiterated that the basis of the revocation is the lack of technical-administrative testing (“the static one is not enough” he specified) and above all of the sensors, which are decisive for approaching zero risk: here is one of the anomalies complained of by Rino, since these are instruments that are not improvements but rather foreseen among the design requirements – and instead replaced by a simple rockfall protection net which could prove unsuitable in the event of rolling rocks, noted Caruso also in his role as an engineer.
