A new civil protection exercise will take place between Tuesday and Wednesday in the Campi Flegrei area, to verify the operational procedures defined by the emergency dispatch plan for the area affected by bradyseism.
The exercise will allow us to test and verify the functionality of some of the waiting areas and the related organization and supervision envisaged in the municipal planning, with tests of the procedures for the evacuation of a part of the resident population. In particular, the procedures for registering and assigning accommodation to those who hypothetically cannot return to their homes will be analysed, as will the system for registering immediate needs for vulnerable people.
The exercise includes, on Tuesday 25 June, the communication of a seismic swarm in the Campi Flegrei area with epicenters mainly located in the Accademia-Solfatara area. Consequently, the Naples COC (Municipal Operations Center) will be activated with all its functions in Via Cupa Principe 48.
The exercise on Wednesday 26th
The heart of the exercise will take place on the morning of Wednesday 26 June. At 10.00 approximately 30 Neapolitan citizens who have offered to participate in the exercise will meet at the meeting point where 5 gazebos will be set up in the waiting areas of Viale della Liberazione/Via Sibilla. Some of these will be transferred to the headquarters of the X Municipality located in via Acate where beds will be set up for the initial reception of the population. Inside the hub, the registry and welfare services staff will register the population using the “Designa” software and assign family units to the hotel facilities identified by Federalberghi Campania, in implementation of the framework agreement stipulated with the Campania region.
The exercise is part of the broader civil protection planning for the Phlegraean area, which saw a first exercise for bradyseism, already carried out last 22 April, and a third exercise, set for October 2024, which will focus instead on the national plan for volcanic risk at the Campi Flegrei.
The involvement of the local health authority
As a preventive measure, on Tuesday afternoon, the ASL Napoli 1 Centro will set up first aid points and health reception points both in the waiting area and in the reception area.
Also on the morning of the 26th, the ASL Napoli 1 Centro will carry out evacuation tests at the RSA Posillipo (so-called Colonia Geremicca) in via Padula with the involvement of healthcare workers.
Among other activities, in addition to evacuation simulations and the activation and organization of waiting areas and hubs for the reception of the population in the three municipalities involved, the setting up of a base camp for the mobile columns of the National Corps is envisaged of the Fire Brigade, in Afragola and safety activities for archaeological and cultural assets, in particular at Castello di Baia.
Information points aimed at the population and the activation of volunteers to support the coordination centers, telecommunications, information and assistance to the population are envisaged, as well as further tests of the damage census procedures, with particular reference to the methods for the IT sharing of results. The convening of the Civil Protection Operational Committee in Rome was also arranged, as well as the activation of the rooms and coordination centers at the various levels.
