The geography of the departments in the Municipality changes. If on the one hand there are elements of strong continuity, there is also no shortage of changes. Continuity is represented by Vittorio Cicognanitrusted position of the mayor (Budget and public works), Giuseppe Petetta of Forza Italia (mobility and environment) e Paola Casara of ‘Civics’ (education, economic development, youth policies). The three councilors confirm their delegations, all strategic. The Casara department is even strengthened, which also obtains the university and the Aerospace Project, the first a delegation previously managed by Valerio Melandri and the second a delegation now created.
There is also the previous council Andrea Cintorino (Lega), which however loses its major delegation, that of the historic centre, acquiring a delegation to digitalisation and strategic planning, maintaining equal opportunities but also the management of major events.

As announced Vincenzo Bongiorno, a member of Fratelli d’Italia is the deputy mayor (the position was held by the Northern League member Daniele Mezzacapo in Zattini’s first mandate). Bongiorno essentially inherits two ‘strands’: culture (which was managed by Melandri) and the historic center (which was managed by Cintorino). The delegation to the historic center also takes on a new, more ambitious name: “Territorial identity: rethinking the historic centre”. Also worth considering is the delegation to Family Policies, separated from Social Services. Bongiorno therefore receives many delegations representing the themes of Fratelli d’Italia: territorial identity, family, which will have to go hand in hand with culture. Also in this case, it is a maxi-department that breaks with the tradition that the culture councilor essentially has only that main delegation.
New council: comments from the parties
Always remaining at home Brothers of Italy, Luca Bartolini he takes on the delegation of urban planning and security (both were Mezzacapo’s delegations). The delegation to ‘major works’ needs to be understood well and how it will “harmonise” with the public works under Cicognani. Finally, Fratelli d’Italia expresses the councilor Emanuela Bassi, who ends up combining two previous departments, that of Maria Pia Baroni (internal affairs, demographic services and legality) and that of Marco Catalano (Pnrr, relations with the Council and agriculture).

New entry in the bargain Angelica Sansavini, identified directly by the mayor, a life spent assisting the Domus Coop. The arrival of Social Services and Welfare, a compact department that manages a large multitude of citizen services, is obvious to her. The “bloc” that belonged first to Rosaria Tassinari and then to Barbara Rossi passes into her hands, including housing policies, but excluding those for the family, which instead pass to Bongiorno, separated from Welfare.
Among the main innovations is also the delegation to “Supervision of policies and actions for post-flood reconstruction – relations with the extraordinary commissioner and the competent institutions”. It is not the specific department for Reconstruction, but it is still a formalized delegation that the mayor has kept for himself, alongside that of Health (which he will carry out together with the health councilor Claudio Vicini of Italia Viva). The department, explains Zattini, has rejected the label of ‘reconstruction’ because its function must be, according to the explained purpose, monitoring and pushing “those who have the duty to intervene, including the Region which is not doing that what it should do: post-flood is to make the area safe, while the restorations that are being carried out bring back the situation that existed before, so on days like today we are already worried”. Among the tasks of the department, also “the stimulus to the Government”, reports Zattini.
The Sports Department returns to being a separate department (this too ended up in the Mezzacapo maxi-department in the first Zattini): it will take care of it Kevin Well done, to whom, however, work and international relations are also delegated. Ultimately the maxi department of Mezzacapo was split between Bongiorno (deputy mayor), Bartolini (urban planning and safety), Bravi (Sport). The mayor’s words go to him, when asked by journalists: “As far as Mezzacapo is concerned, it is our intention to give him the most important role in an institution, which is that of president of the municipal council, a fair recognition for those who have worked well”. And again: “I consider him my political godson, but some balances had to be defined and we found the right balance between renewal and continuity”.
In addition, the expression of Fratelli d’Italia will therefore be Bongiorno, Bartolini, Bassi. For the civic list ‘La Civica Forlì Cambia’ there are Paola Casara and Kevin Bravi, for the Lega Andrea Cintorino and for Forza Italia Giuseppe Petetta. Upon direct indication from the mayor they are Vittorio Cicognani and Angelica Sansavini.
