Venice – Between purchases, consumption, supplies, maintenance, staff training and energy expenses, in 2023 the State incurred a total cost of 122 billion euros, but once again it was unable to honor all the economic commitments made with its own providers. The research office of the CGIA of Mestre (Venice) underlines that the commercial debts of our Public Administration amount to around 50 billion euros, an amount that has been the same for at least 5 years, especially to the detriment of small businesses.

Among the most “snail-like” public administrations are the Municipalities, especially those in the South, with the most critical situation in Naples where suppliers were paid 143 days late. Followed by Andria with 89.5 days, Chieti (61.8), Reggio Calabria (54.8). In contrast, however, Palermo liquidated its commercial partners 65.5 days early in 2023; no other provincial capital did better. In the Centre-North the general picture is positive; Imperia (22.11 days late), Viterbo (19) and Alessandria (14.98) are doing badly; the most virtuous cities are Padua, Grosseto and Pordenone with an advance payment of more than 21 days. Among the Regions, Molise (145.9 days late), Abruzzo (32) and Basilicata (13.66) performed poorly; the others record good performances. As regards hospitals, the general picture has improved; in the South, however, the most critical situations are the ASP of Catanzaro with 64.5 days of delay, the ASL Napoli 3 Sud (27.78), the ASL of Foggia (27) and the ASL Napoli 2 Nord with (15,42). Even ministries struggle to comply with legal provisions regarding payment times: last year nine out of 15 ministries paid their suppliers late, Tourism being the “black shirt” with a delay of 39.72 days; followed by the Interior (33.52), University and Research (32.89) and Health (13.60). The most virtuous was the Ministry of Agriculture, Food Sovereignty and Forestry, which paid 17 days in advance.
