Press note by Stefano Lugli, co-secretary of Rifondazione Comunista Emilia-Romagna:

“With the approval of the law on Differentiated Autonomy, the constitutional principles of solidarity and equality enshrined in Article 5 of the Constitution are no longer valid. From today onwards, Italy will be a country in which civil and social rights, starting from right to health and education are no longer guaranteed equally to all citizens, but will be different depending on the place of birth. This is a subversive measure that over time is destined to lead to the balkanization of the country, with regions becoming small states in constant conflict with each other and the government to grab resources. And precisely for this reason, differentiated autonomy runs parallel to the premiership, in the belief of the drafters that to keep an unequal country united, a strong man or woman is needed in command. Two subversive projects – differentiated autonomy and premiership – which are linked to each other and against which Rifondazione Comunista is mobilizing.

Today, however, we cannot remain silent that we have reached this moment by implementing the unfortunate modification of Title V of the Constitution desired by the center left in 2001. And we cannot remain silent that the Calderoli DDL regulates the conditions and times for the granting of autonomy differentiated to the regions that request it, providing a privileged lane (art. 11) for the three northern regions – Emilia-Romagna, Veneto and Lombardy – which at the time, between 2018 and 2019, signed pre-agreements with the governments of the time (Gentiloni Government with dissolved chambers and then Conte II Government).

It is therefore urgent, when we are in the imminence of Bonaccini’s resignation as President of the Region, that the President and the councilors of his majority take action to formally withdraw those dangerous pre-agreements, as requested by 6,000 citizens who signed the Law of Popular Initiative promoted by the regional committee and which the Legislative Assembly has not yet discussed. If this does not happen it will mean that the Emilia-Romagna Democratic Party and its allies intend to nullify the work of opposition to differentiated autonomy that the opposition parliamentarians are doing and which also materialized in the large demonstration held yesterday 18 June in Rome, in Piazza Santi Apostoli, in defense of the Constitution”.
