Municipality staff, 800 thousand euros to restart

Sums committed for almost 800 thousand euros in 2024 to strengthen the administrative machine, almost double those of 2023 and constantly increasing from 2016 to today due to a personnel policy that wants to reverse course and start from a solid structure. This is what the Celentano administration is doing and it emerges from the report of the personnel department led by Andrea Chiarato who has spent the last year oiling with resources a machine that had already benefited from the insolvency procedures announced by the previous administrations, but which it is still weakened as an organic plant and numbers.

The Municipality of Latina has just over 400 employees with a complex and branched macrostructure that would need at least a third more. The difficulty of flying high and keeping track of the many Pnrr funding with important public works to carry out, then, is often caused by the continuous departures and mobility, a constant fact for this Municipality which often acts as a springboard for the Capital and for other cities.

«On our part there is a growing commitment to supporting hiring – explains Chiarato – and the numbers show it with almost 800 thousand euros of sums committed in 2024 and we are only halfway through the year». Since the establishment of the Administration and in order to respect the macro and micro planning of the 2023 and 2024 personnel requirements, the Personnel Service has implemented various recruitment procedures with procedures initiated for over fifty personnel units and these include 2 permanent managers (1 technical and 1 administrative); 2 Managers art. 110 (1 technical and 1 administrative). Then there is an ongoing procedure for the hiring of a further fixed-term Technical Manager pursuant to art. 110 and the completion of the mobility selection procedure for five Accounting Management Instructors, 6 Technicians and 3 Social Workers. Among the ranking scrolls are those for 2 units of Administrative-Accounting Executive Instructors cat. D; 26 Administrative instructors cat. C; 1 Technical Directive Instructor cat. D and 10 Supervisory Instructors.

Furthermore, the comparative vertical progression procedures are being perfected for a total of 30 staff units for access to the Officials and High Qualifications Area differentiated between the Administrative and Supervisory areas, the vertical progression procedures in derogation for approximately 24 total units of various profiles and categories in order to give the right recognition and professional enhancement to internal employees with experience and seniority and finally the vertical progression procedures, both comparative and in derogation, scheduled in the 2024/2026 three-year plan. «We are also preparing to launch the season of competitions aimed at hiring various professional profiles, especially of a technical nature (agronomist, transport engineer, computer scientists and technicians, pharmacist, educators…). We will then continue to work on the existing rankings. Unfortunately, undersizing is a problem for all administrations and the high turnover linked to retirements, mobility and ministerial movements does not help, but we are working to strengthen the machine in all its parts”.

Another qualifying point is training: in 2023 the Personnel Service joined the Public Function Syllabus program, in order to provide employees, through the dedicated platform, with completely free personalized training, in e-learning mode on the digital, ecological transition and administrative promoted by the National Recovery and Resilience Plan. Participation in the initiative has no costs and allows the organization to monitor the level of employee participation.
