Rimini: ACER. The Conference of Bodies approves the financial statements

Last May the Conference of Bodies unanimously approved the 2023 financial statements of Acer Rimini.

As of 31 December 2023, the assets managed by Acer Rimini amount to 1961 Erp apartments owned by the municipality; 228 subsidized housing units owned by the municipality; 88 homes owned by Acer itself; 6 accommodations owned by Ausl Romagna and 54 real estate units for different uses (shops, garages, community centres, offices, etc.), for a total of 2447 real estate units, to which it is necessary to add 69 private accommodations found through the leasing agency by Acer.

The income statement shows a profit, before taxes, of 331,968 euros, while the surplus after the amount was equal to 78,122 euros.

«I am satisfied with Acer Rimini’s 2023 operating result – declares the interim president Claudia Corsini –. An even more significant result if we consider the critical issues experienced last year, linked both to the increase in prices of materials and to the increase in the incidence of energy costs. A healthy and balanced management of the budget carried out by the Institution, carried out in parallel with projects and new investments. In fact, I would like to point out how Acer Rimini is close to allocating around one million euros, both for interventions on housing and for innovative social management projects within housing».

Social mediation and inspections

Also in 2023 Acer Rimini continued and consolidated the social mediation service. The interventions on particularly difficult and conflict-ridden families, carried out in collaboration with a sector cooperative, have made it possible to obtain excellent results, resolving even degenerate situations. Precisely for this reason Acer Rimini intends to continue this path.

At the same time, the Company has also strengthened the verification and inspection activity of the buildings, which is fundamental for maintaining compliance with the rules and civil coexistence between the assignees.

In unison, the two activities allow Acer Rimini to avoid uncomfortable, dangerous and abusive situations, guaranteeing stability and safety to the assignees of the Municipalities who own the properties.

Arrears

Extreme attention, also in 2023, to containing arrears. The Company, on a quarterly basis, carries out checks on the regularity of payments of the fees and additional charges of the assignees, which allow, where there are no real impossibilities to pay, the regularization of the debt position.

As of 31 December 2023, there were 130 eviction proceedings underway relating to ERP accommodation, of which 3 concluded with judicial evictions, 2 for the return of the accommodation and 1 for debt repayment.

On the other hand, there are 33 ongoing proceedings in rent-controlled accommodation, of which 2 concluded with executive eviction, 1 due to termination of the user and 2 due to debt repayment.

As regards the consolidated ERP arrears, Acer Rimini recovered 475,925 euros in 2023, a decrease of 10% compared to the 529,016 euros in 2022.

Families with greater difficulties

The strong increases in consumer prices and domestic utilities recorded in 2023 affected the weakest subjects, resulting in a worsening of the current unpaid rent indices for ERP housing.

In 2023 in social rent housing, rent arrears stood at a percentage of 11.22%, compared to 9% in 2022 and 9.43% in 2021.

Even in rent-controlled accommodation there has been an increase in arrears. In 2023 it reached 15.23%, growing compared to 13.99% in 2022 but not exceeding 15.90% in 2021.

Housing turnover

In 2023, a total of 118 existing homes were restored (around 5% of the overall stock), of which 79 in the municipality of Rimini. From 2005 to today, Acer Rimini has reintroduced 1903 accommodations into availability for reassignment. The public housing system continues to be rigid, but more significant mobility would be necessary to better respond to the social needs of the weakest categories: pensioners, employees, single earners and young couples.

The lowering of the income limits for remaining in the ERP implemented by the Region has only partially succeeded in allowing a turnover capable of dealing with the housing emergency.

Acer Rimini’s constant attention to restoring quickly and without unnecessary waiting has allowed maximum speed in turnover, limiting if not even avoiding illegal occupations of public housing.

Covenant for the house

In terms of the availability of accommodation at an agreed rent, the Housing Pact conceived and built by the Emilia Romagna Region appears important. In this case Acer Rimini played a role as mediator between public and private, taking on the role of rental agency and began a collaboration process with the municipality of Rimini in 2023 for the startup of the project which also involved the agencies real estate and owners’ and tenants’ associations.

Maintenance

The maintenance interventions in the various Municipalities of the Province will be different and heterogeneous, also in 2023. We recall, in particular, the restoration of 16 existing homes which involved the municipalities of Bellaria – Igea Marina, Cattolica, Gemmano, Misano Adriatico, Novafeltria, Rimini, San Clemente and San Giovanni in Marignano for a loan amounting to 422,786.37 euros .

Another 10 existing homes, for a total loan of 81,605.32 euros, were restored in the municipalities of Maiolo, Montegridolfo, Rimini and Santarcangelo di Romagna.

As regards extraordinary maintenance and new constructions, we recall in particular the building renovation and seismic improvement works of a municipally owned building located in the municipality of Gemmano for an amount of 736,000 euros, the building renovation of two former railway toll booths in municipality of Santarcangelo for an amount exceeding one million euros.
