The mayor made a consultation tour with the coalition delegations on Friday 14 June. A meeting that was not plenary, but group by group, after the vote which saw the centre-left assert itself in the first round with 54.95%. Palafrizzoni’s number one will set her sights on the team that will support her for the next five years over the weekend. On Saturday he will be at the University’s Graduation Day and on Monday evening at the Festa dell’Unità in Scanzorosciate, for a post-election debate with the MEP Giorgio Gori.
The closing of the list of nine councilors is postponed to next Wednesday and Thursday at the latest. Net of the reconfirmations (there will be at least five: the three preference champions of the Democratic Party Marzia Marchesi, Sergio Gandi and Giacomo Angeloni; Marcella Messina of the Gori e List Francesco Valesini, close to InnovaBergamo, the Gori-based association), the signal will be that of an executive that is not a photocopy of the Gori Council. And the signal of “discontinuity” must be given above all in Mobility sectorthe most “targeted” by criticism in recent years and during the election campaign.
Hence the search for a “technical” figure (instead of Stefano Zenoni, who is also one) to include in the team. The hypothesis of Filippo Simonetti, president of Teb, seems to be losing ground, while Gianni Scarfone, CEO of the tram company (and advisor to Sacbo) is apparently thinking about it. The alternative could be another “manager” in the sector. The “external” choice, however, would reduce the room for maneuver for the mayor, in case she also wanted to assign the Culture “box” (left “vacant” by Nadia Ghisalberti) to a personality not associated with the parties.
Another hot potato, that of the deputy mayor. Sergio Gandi, who held this role in the two Gori mandates, does not seem willing to do the “three of a kind”, despite a majority supporting him. On the other hand, there are the over a thousand preferences collected by Marzia Marchesi, a “Schleinian” from the beginning, which would make her a eligible candidate in “pectore”.

But a third way opens up: that is, the search for an “external” name, a technically feasible hypothesis (an operation carried out for example by Roberto Bruni in 2004). The name of Daniele Rocchetti, former provincial president of the Acli and creator of the “Many Faiths” event, would have been circulating, but the search would be concentrating in the centrist and moderate area, to balance a council and a municipal council that risk being very “progressive ». A solution that would also meet the expectations of the reformist liberals (i.e. the former Third Pole), who supported Elena Carnevali. Italia Viva obtained a councilor with the “Bergamo Europea” list, which took 2.75%; while Azione was represented in the civic list «Elena Carnevali mayor». Not mind-boggling numbers, but a support to take into consideration in the balance of the majority. The search for the “right name” is ongoing.
For the rest, a place on the council seems assured to Ferruccio Rota (Pd), former president of the municipal council, who will carry out public works, and to Oriana Ruzzini (Avs), the most voted among the outgoing municipal councillors. At stake is also the aspiration of the Democratic Party, given the growing result both in terms of votes and preferences, to the fifth department: if this were the case, by “consensus order” it would be up to Romina Russo, who could however also do the president of the municipal council.
In this case – with 4 PD departments – Mayor Carnevali could play both “cards”, directly choosing the names for Mobility and Culture. Then there is the whole issue of delegations, which needs to be reshuffled or tweaked. For example, Valesini will continue with urban redevelopment (many issues are still open, from the management of the Pgt to Montelungo) and could follow the large construction sites of the Pnrr; Participation and Green (Avs’ workhorses) could go to Ruzzini; while Marchesi could see his delegations to housing policies and the ecological transition strengthened. Without forgetting that the mayor could keep some “areas” for herself.
