The new hierarchical organization of the Catanzaro Urban Police Corps

Raise your hand if you know how to assign the right rank to members of the traffic police force. Excluding perhaps the Commander who as such is defined by the role – which falls within the top managers of the municipal bureaucracy sector – so calling him “Commander” is never wrong, for the rest of the staff it remains indistinct. Who knows if resolution no. 1684 of 12 June 2024 will be able to facilitate the right recognition with which the director of the Municipal Police and Mobility Sector, as well as Commander, Vincenzo Ruocco took steps to assign the ranks to the members of the Corps, thereby conforming to the regional law 15/2018 and subsequent regulation no. 9/2022. The cited law provides that “the distinctive rank symbols are attributed to each local police operator in relation to the profile and functions assigned”. The matter is regulated by a series of rules which, following the regional law and the related regulation, refer to the special regulation of the local police of Catanzaro approved by subsequent resolutions of the municipal council, the last of which dates back to 25 May 2024 which updates, suppresses and replaces paragraphs.

The updated hierarchical organization provides that the Corps Commander holds the rank of Brigadier General, the deputy Commander has an identification badge on the left sleeve of the uniform consisting of an embroidered semi-curved fabric band, blue in color and edged in red, with the writing inside in capital letters in white thread “Vice Commander”; the Supervisory Officer is included among the Officers of the Corps; the Instructors area “who are entrusted with control and service activities, include Lieutenants, Marshals, Brigadiers, Officers and Local Police Officers. The seniority of service accrued on a permanent and full-term basis determines hierarchical and functional superordination, due to the greater seniority of service as Lieutenant, Marshal, Brigadier, Officer and Local Police Officer and/or greater seniority among the same rank within the same qualification. Members of the instructor area wear a rank badge attributed on the basis of the requirements indicated in the art. 21”.

Article 21, relating to grades, clarifies in paragraph 1 that “staff are assigned grades which represent distinctive signs with a value for the purposes of identifying operational responsibilities, without affecting the legal status of staff strictly linked to the CCNL”.
The resolution is accompanied by three tables: A, B and C. The first, dedicated to the lieutenants and marshals of control activities, determines the name and the corresponding badge according to an ascending scale of years of seniority; the second reserved for brigadiers, officers and local police officers of service activities with a similar seniority criterion. Table C concerns officers other than the Commander to whom the ranks of colonel, lieutenant colonel, major, captain, lieutenant and second lieutenant are assigned, for whose name and badge, alongside the years of seniority in service, the classification in the area must correspond highly qualified officials.

Finally, resolution 1684/24 of Commander General Vincenzo Ruocco assigns ranks to each member of the local police force. There are six Officers – Officials Area and high qualification: Amedeo Cardamone Colonel, Salvatore Tarantino Colonel, Salvatore Furriolo Colonel, Gregorio Cellini Lieutenant Colonel, Gaetano Ferragina Maggiore, Phaedra Martino Maggiore. Then follow the ranks and notes of stability and advancement of the 4 Lieutenants (Maria Teresa De Masi, Giuseppe Grande, Ivan L’Arocca, Felice Rotundo); of the 22 Chief Marshals (Saverio Rocca, Domenico Amico, Luciano Calabrese, Teresa Cannistrà, Rocco Cristallo, Loredana Cuccunato, Giuseppe Curcio, Laura Grillo, Maurizio Lamanna, Michelina Lupia, Giuseppe Mancuso, Anna Marino, Salvatore Mauro, Luigi Panzino, Fernando Peta, Lidia Peschi, Anna Scutieri, Antonella Serapide, Anna Sinicante, Carmine Timpone, Maurizio Valente, Luigi Veraldi); of the 3 ordinary Marshals (Rosalba Canino, Gianfranco Rotundo, Saverio Scozzafava), of the 6 Marshals (Silvia Flaviana Armogida, Giuseppe Dara, Claudio Lamanna, Carla Paone, Vittoria Francesca Rizzuto, Luigi Talarico); of the 3 Chief Brigadiers (Antonio Adria, Salvatore barbieri, Alessia Rotundo); of the 2 Brigadiers (Antonio Chiaravalloti, Agatino Giovanni Mucari); of the chosen officer Francesco Perrone; of the chosen Agent Alessio Fiorentino.
