Easy licences, the Province of Brescia revokes the licenses of the driving school owners

The seizure of two and a half million euros, arrests (first in prison, then under house arrest), finally the revocation of authorizations. A terrible month for Jonathan Locatellithe owner of the four driving schools that ended up in the sights of the Public Prosecutor’s Office because they were the epicenter of a massive and profitable system of «easy driving licenses».

The measure that risks putting an end to business activity comes from the Provinceowner of the administrative and technical supervision of the driving schools, was last Thursday and was notified by the owner of the «Nuova Verola», the «Borgo», the «San Paolo» and the Cremonese «Castelverde», by the chief commissioner Fabio Peluso, head of the Administrative Police Unit of the Provincial Police, is responsible for the investigations coordinated by the deputy prosecutors Alessio Bernardi and Marzia Aliatis.

The accusation

From the precautionary custody order carried out against Locatelli and three other people (Annibale Gavazzoni, Antonio Di Volla and Marianna Nervi) for the crimes of criminal association, incitement to corruption, trafficking in illicit influence and false ideology, Broletto deduces “there total unreliability of the owner of the group of driving schools in question to carry out driving school activitiesan activity characterized without any doubt by the public interest, which cannot be carried out – we read by subjects whose conduct assumes the character of objective, absolute gravity and social reprehensibility, generating in the community a sense of distrust in the public service and determining in the people interested obtaining a driving license is the idea that this objective can be achieved without any effort in terms of study and application, but only through the outlay of money and the adoption of subterfuge”.

According to what was reconstructed by provincial police officers, Locatelli was the promoter of an association that provided its “students” with microcameras and microearphones to allow the prompters to read the question and give the candidate the correct answer to pass the exams without studying, but also without participating in courses and lessons. For this service, but also for the choice of the exam center to be carried out based on the severity of the commissioners, the falsification of the attendance registers of courses and lessons, the owner of the driving schools would get up to 5 thousand euros per candidate: a tariff which, multiplied by the myriad of customers who arrived in the Lower Brescia area from different parts of Italy, produced the mountain of cash seized between July last year and last May.

Locatelli now has 60 days to appeal to the TAR and 120 to the President of the Republic against the Province’s revocation measure.
