Today and tomorrow will be dedicated to post-voting meetings between the confirmed mayor Enzo Lattuca and the representatives of the six coalition lists that supported him. Five years ago, just five days were enough to announce the team, because the ballot had allowed us to have an overview of the results of the first round in advance to think about, while waiting to understand whether the centre-left candidate would win or not. This time, perhaps, a handful of more days will be needed: the formation of the Lattuca bis Council, which will have two additional councilors (they will go from 7 to 9, thanks to the recognition of Cesena as the capital), will probably be perfected in the first days of the next week. Yesterday there was the last meeting of the old Council, which was essentially a farewell meeting, and from today the new course will officially begin. But it is easy to imagine that several councilors will continue their adventure alongside the mayor. It is no coincidence that everyone is running again, with the exception of Francesca Lucchi, but only because she seems destined to run in the regional elections, scheduled for November. And it is not even excluded that she could return to being a councilor for a few months, to carry out some projects, while waiting to dive into the dimension of the Region.

Air of confirmations and women in the spotlight

The fact that the members of the outgoing council got back into the game was a clear signal of their availability and of the desire of the leader of the broad alliance that they not step aside, and this could be a prelude to various confirmations. Also because almost everyone achieved very good results in terms of preferences. It must be said that personal consensus counts, but does not influence the choices, which remain in the hands of the mayor, both formally and substantially, especially after such a sensational success as the one he achieved. However, it will be difficult to ignore the strength given by the voters to Maria Elena Baredi (Pd) and Carmelina Labruzzo (Popolare per Cesena), first and third most voted among all the candidates for the City Council, and already with important administrative experiences (the first as a former councilor and now as president of ASP, the second as outgoing councilor, who has done a job that has left her mark on the social services front). Just as preparatory courses, with increasing responsibilities, undertaken by some young politicians are not irrelevant, starting with Lorenzo Plumari, municipal secretary of the Democratic Party, who is one of those eligible to hold a role as councilor. Remaining to the probable confirmations of councilors in the Democratic Party, Camillo Acerbi (also highly appreciated by minorities) and Cristina Mazzoni, who dealt with the Budget and Urban Planning respectively, seem to have excellent chances. Moving on to the allies of the Democratic Party, the impression is that all five (who managed to elect a municipal councilor and in the case of Cesena 2024 as many as three) will be valorised with prominent public positions, in line with the philosophy of the “wide field ”, so dear to Lattuca. Which does not necessarily mean that they must be delegated by a councillor, because for example there are other important positions, such as that of president of the municipal council or at the helm of strategic investee companies, such as Asp. However, one thing that seems quite obvious is the confirmation of Christian Castorri, (Cesena 2024), outgoing deputy mayor. The very fact of having been a “real” number two and not just on paper could satisfy the civic list, perhaps with the integration of some extra-council responsibilities. However, in general, he must also take into account the fact that not all delegations have the same weight: there are departments that count more and that evaluation will also serve to recognize the different contributions made by each political force. It being understood that the distribution of the various delegations will respond first of all to the criterion of specific skills in certain areas. Lattuca has always insisted on this.

Lattuca’s other allies

Continuing the overview of the four smallest lists of the centre-left coalition, after having already mentioned Labruzzo for the Popolari, in the ranks of the 5 Stars the one with the most experience is undoubtedly Vittorio Valletta, former leader of the civic list Cesena is us but also five-star of the first hour, then expelled before returning following the radical change desired by the supra-municipal leaders of the Movement. However, even if it is a concrete possibility, it should not be taken for granted that he will be the councilor, because many years of harsh opposition to the Democratic Party could recommend a period of consolidation of the recent détente. In this as in other cases, it is likely that the mayor will ask for a shortlist of names to choose from, as he did five years ago. This applies more than ever to some lists that are the result of the union between different souls. Like the one on the left of the Democratic Party, which includes Fondamenta, Alleanza Verdi and Sinistra, Possibile and Psi, who will also have to think internally. Damiano Censi and Luca Capacci seem to be the most accredited exponents of that galaxy, but somewhat surprisingly, Giorgia Macrelli came to the fore, taking more preferences than them. Similar speech for Pact for Cesena, born from the embrace between the PRI and Azione di Calenda. The hypothesis of a confirmation of the outgoing Edera councilor Luca Ferrini cannot be ruled out, but Ivan Piraccini, in the Action quota and former councilor of the Lucchi council, is an alternative, validated by a number of preferences taken which was a a little taller.

Finally, it should not be forgotten that when choosing departments, gender balance must also be taken into account: the law requires that at least 40% of departments must be reserved for men or women. This means there will have to be four of one sex and five of the other.
