Province warns Solvay and suspends production and use of cC6O4 in the Chemical Hub

ALEXANDRIA – La Province of Alexandria has ordered to Solvay Of suspend the production and use of cC6O4 throughout the plant and called back right away the “Polo Chimico Effluent Treatment Consortium” of Spinetta to respect the limits set by the authorizations granted in its discharges.

The two warnings they were taken in the light of surveys carried out by Arpa on the foams that appeared in the Bormida. They were found at the river discharge point connected to the Solvay plant non-compliance of cC6O4 with respect to the established limit, placed at 0.5 milligrams/l. In the sample carried out last May 17th at the spillway of the discharge into the Bormida, Arpa detected it 1.21 milligrams/l and about 0.68 with the average sampling last May 20th. The Institution then called the Consortium to ad follow it “scrupulously” to the provisions of the legislation and the Integrated Environmental Authorisation for cC6O4 and ADV.

As the Province then highlights at Solvay, it must be “the absolute tightness of the water network is guaranteed and the elimination of losses due not only to pipes but also to widespread emissions”. The environmental investigations carried out by Arpa in the area of reactor E they instead highlighted “extremely high concentrations” of the cC6O4 compound between 3 m and 10 m depth, with a highest concentration in the 5-6 m range of depth, equal to 1.021 g/kg. Arpa’s results also highlighted the presence of di high concentrations of other PFAS che they would not be correlated to the E reactor event and which for the Province are an indication of a situation that requires an urgent investigation.

Until the complete execution of the interventions foreseen by the plan presented by Solvay, therefore, cC6O4 cannot be produced and the company will have to certify the completion of the interventions with a report to be sent to all bodies, then Province, Municipality, Arpa and Local Health Authority. Before the start of production Solvay will have to wait for the specific technical evaluation released by Arpa. To date, the causes that have actually led to anomalous concentrations of cC6O4 in the soil and aquifer are not known. Hence the immediate stop to the production and use of cC6O4 throughout the plant. Solvay will then have to send a survey timetable within 30 days in all areas of the plant affected, now or in the past, by the production and use of cC6O4. The plan must be approved by the Province of Alessandria, once all the technical opinions have been collected. The production and use of cC6O4 throughout the plant will therefore be able to resume only after the technical evaluation certifying the effective resolution of the problems that led to the loss of cC6O4.
