Ministerial Decree 77/2022 implements an organic reform of territorial healthcare with structural funding, equal to 7 billion for territorial assistance and 1.5 billion for territorial assistance staff, prescribing the structuring – in each health district – of six levels integrated health and social care services and four levels of fragility, for multidisciplinary and holistic care of the patient.
With the PNRR the European Union offers the possibility of finally implementing the socio-health integration that has been talked about for forty years and which was already foreseen by the art. 21 of provincial law 16/2010 “Protection of Health in the province of Trento”, systematizing the services provided by the Health Company, general practitioners, private social workers and professionals in the social and health district.
To achieve this epochal change, it is necessary to think about integrated systems with a real management capacity, which is not limited to the design of community houses and the numerical calculation of how many professionals to employ to reach the targets prescribed by the Decree, but which reasons on the role that wants to give the territories and the capacity for co-programming and co-planning between APSS and the Third Sector.
Our current system, with a Third Sector sector (associations, social cooperatives) which guarantees the management of a substantial part of the network of welfare and social-health services, does not provide for the possibility of participating in the definition, planning and organization of the service system .
For the implementation of Ministerial Decree 77/2022 we believe it is essential to involve, immediately, the representatives of the Third Sector (Consults) and of the Health workers present in the various territorial areas, admitting them to be part of the Control Room of the PNRR and of the tables of work for the intended purpose.
If the pandemic – from which the National Recovery and Resilience Plan (PNRR) is based – has taught us how much a community system to protect health is needed and how much is missing, health, which is a common good, must be promoted by a Active and competent community.
