Public green, Natella responds to the complaints to Isam

«The social clause of the assignment bound Isam (the company entrusted with the maintenance service of the city’s public green areas, ed.) for the people to be hired but not for the rules of engagement, which for some led to the loss of the relationship, for others a improvement of employment status”. While waiting for the city council meeting on June 13th, the issue of the city’s public green areas arrives Transparency commission. In particular, President Antonio Cammarota summons the Councilor for the Environment, Massimiliano Natella, to take stock of the hiring of former social cooperative workers. Before the investigation into the co-ops hit the city building, there were 72 workers involved in the maintenance of the city greenery. Only 41 workers, however, will be absorbed by Clean Salerno, with the in-house assignment providing the same with the ordinary and conservative maintenance service of the green city heritage Municipality of Salerno. They were the ones who called for the convening of the commission on the topic the councilors Elisabetta Barone (Semplice Salerno) and Corrado Naddeo (Oltre). Already last Saturday, with my colleague Donato Pessolano and the former city councilor Peppe Ventura, the two had raised the issue during a meeting with the press.

According to them, when Isam won the tender for the management of the public green areas, with the social clause “it had to guarantee the service by employing the 72 workers already employed until the suspension of activities due to the well-known judicial events”. According to the opposition councilors, the administration “did not control Isam in relation to compliance with the employment protection provided for in the notice” and “allowed Isam to apply to workers a contract that prevented them from being employed beyond the limit of 100 working days for the first year and 180 for the second year of the contract”. Above all, according to Naddeo and colleagues, in the contract to be drawn up with Salerno Pulita the aim would be to exclude “overall employment protection both in terms of number of employees and number of possible working days” but also to insert “clauses of pure discrimination in the hiring criteria, relating to personal life aspects of subjects which, however, must be fully included and recovered”. Hence the request for “complete protection of the 72 workers historically employed before Isam took over” with a full-time contract. Councilor Natella clarified the point during the hearing in the Transparency Committee. Commission convened by Cammarota also «for possible hypotheses of Isam non-compliance and therefore of compensable damage, or for the reasons for public re-assignment in view of the next municipal council». Above all, the group leader of Our Freedom explains that during the commission «it was ascertained that Isam was required to respect the social clause, so that the initial 72 names, 9 for eight social cooperatives, became 76; and then reduced to 48 as 19 were not interested or unavailable, 3 were fired for just cause, and 5 were hired but with limitations for health reasons; the 48 then became 41, due to deaths or hiring elsewhere.”

This means that “the problem concerns the 5 people hired with limitations – he continues – who worked under type B social cooperatives, while under private contract law they were set aside”. In essence, “at present, due to the clarifications stated by councilor Natella in the Transparency commission, no one is liable”, concludes Cammarota. Which does not give up a final criticism: «However, one cannot help but think that entrusting the public interest to the private rule and then finding it cleaned up for re-entrustment in house is also a mischievous way of washing one’s hands».
