The council of the Calabria Region, on the proposal of President Roberto Occhiuto, has decided to arrange support interventions for the coastal municipalities for the approval of the municipal beach plans. The decision was taken during the meeting last Wednesday 5 June. From a recent survey carried out by the regional department for territory and environmental protection, it appears that approximately 50% of the coastal municipalities do not have a beach plan, and for this reason the Region has decided to intervene.
The council, writes in a note, «recognizing the strategic importance and environmental value of the beach as a fundamental natural and tourist resource for the community, with a previous resolution gave procedural indications to the coastal municipalities for the management of maritime state concessions in view of the next summer season. The objective is also to guarantee to all citizens, through correct planning, the right to free use of the collective beach property, reserving at least 30% of the beach for free bathing, with a view to social solidarity aimed at public usability of the sea resource, ensuring the conservation of coastal ecosystems, promoting responsible use of the territory through initiatives that respect the principles of environmental sustainability”.
The Region therefore, as part of the functions of general direction and verification of the state of implementation of regional programming, «intends to provide concrete collaboration in favor of the municipal administrations delegated to the management of maritime state-owned areas in the phase of preparation of the documents and overall approval process of the municipal beach plans (Pcs) and/or their adaptation. Therefore, the approved deliberative act provides for a support intervention in favor of the municipal administrations, delegated to carry out the tasks concerning the management of maritime state-owned areas, in the preparation of the documents aimed at approving the beach plans. The Municipalities will have to initiate the procedures of their respective competence aimed at approving and updating the PCS. If they intend to join the council’s initiative, they will be able to request support with an application to be presented to the competent regional department for territory and environmental protection, on the basis of a specific expression of interest to identify the necessary needs”.
Municipalities that do not intend to participate, explains the Region’s note in conclusion, «will instead have to proceed independently with the approval of the Pcs within the terms established by the timetable of activities envisaged in the resolution. Failure to comply with the approval terms will be considered non-compliance and will lead to the substitutive intervention of the Region with the consequent appointment of an ad acta commissioner”.
