Two weights and two different measures. Why?

A strange message with a photo attached has been circulating on social media for a few days. Reading it, we thought it was a sarcastic and perhaps polemical post. We asked ourselves why? If you want to think badly, it would seem that someone is questioning that in Sicily, at least for the topic in question (dance parties or similar events), the system of two different weights and two measures is being adopted between a province and the other. In fact, what they have pointed out to us, through social media, and which is causing discussion among operators in the sector, worried about their activities, is the reason for these differences in issuing authorisations. Moreover, the law should not be the same for everyone, or as someone said, it is applied according to interpretation. From the image posted, it would appear that in a large part of Sicily (green colour) it is allowed to organize dance parties, events, etc. naturally, we think with the necessary prescriptions, while in the part highlighted in red, no authorizations are issued, since, in most cases, a restriction is applied, in which an adequate license is required for some activities, in particular where the presence of of the DJ. What is not clear, why with the same conditions in the green zone (see photo) a few km from the red zone, but in a different province, authorizations are issued without too many restrictions, to allow young people to be able to distract themselves by having fun and spend an evening among friends, while, in the red zone, a nearby province, everything seems to be more complicated, difficult to obtain authorizations, so much so that several venues, given the various denials, have decided to close up shop. Two different weights and two different sizes just a few kilometers apart! Why? But not only this, in fact, we were also told, that for example in the province of Ragusa, only a few premises are under scrutiny, among other things with the necessary authorizations, putting customers, as well as the owners, in difficulty for the ‘attitude that is often adopted. Would it no longer be correct to ask the owner of the venue for the documentation for the necessary checks, rather than doing it publicly, in the middle of the party from the artists, DJs, barmen and organisers, barging into the middle of the event, as if it were a real just blitz (sometimes even turning off the music). It should not be done, instead in the office and not among the public, to avoid making those present apprehensive. The thing that doesn’t convince some restaurant owners, particularly in Modica, is why they aren’t all checked, strangely they tell us, always the same ones. But in the meantime the local young people are forced to go elsewhere in order to enjoy healthy entertainment.
