In these days, as the administrative elections approach, there is a lot of discussion, especially on social media, about the start of “nourishment” works on some stretches of Mazara beaches with the use of the “Mazaro” dredger purchased for around 900 thousand euros by the municipal administration thanks to financing with EMFF funds (measure 1.43 – “Ports, landing places, auction rooms and fishing shelters”). The “nourishment” of some stretches of free beach through the new “Mazaro” dredger is one of the services provided for in the contract for extraordinary and ordinary cleaning works and equipment for the free beaches of the Municipality of Mazara del Vallo for the 2024 bathing season ; we talked about it in one of our articles last April 24th.

The company Ecological Service srl of Marsala won the tender with a 6% reduction on the starting auction price of approximately 94 thousand euros. The project (drawn up by the architect Tatiana Perzia, also Rup, and by the surveyor Gianni Di Matteo), whose total amount amounts to 150 thousand euros, of which approximately 94 thousand euros is the starting price, provides for approximately 2 thousand 500 euros for construction costs safety not subject to reduction, approximately 31 thousand euros for labor costs not subject to reduction and approximately 22 thousand euros for sums available to the administration.

The services are described in the attached project report and also include the temporary movement of the seagrass, disinfestation (after extraordinary and ordinary cleaning), and also, as anticipated above, the beach arrangement and leveling service through placement in the stretches of beach more eroded than the sand taken from the seabed through the use of the municipally owned dredger. Regarding the arrangement of the sand taken from the “Mazaro” dredger, the project report (attached) states: “The dredger is a mobile float on which there is a machine for underwater excavation of the seabed with the aim of making it deeper for the navigation of large hulls or with the aim of removing sediments such as gravel, sand etc.

which have been deposited due to the so-called silting/burying phenomena, making navigation less safe. The Administration, which is in possession of a dredger, intends to use it for the next bathing season for the removal of submerged sand from the seabed and its repositioning on the beach in the most eroded stretches of sandy coast. The distribution of the sand would allow for an increase in the surface area of ​​the free beach and a homogeneous distribution of bathers even in those most eroded areas filled with sand.

This would also benefit car traffic with a distribution of vehicles throughout the seafront in order not to create traffic jams in those areas of the beach that are most used due to their size”.

Management Resolution no. 767 of 5 April signed by the manager of the III Sector – City and Business Services, Engineer Vincenzo Marcello Bua, has the following object: “COMMITMENT OF EXPENDITURE, referred to in DD 3rd Sector n. 729 of 03/26/2024, concerning the following professional service: Professional consultancy and support service to the RUP for environmental aspects and execution of bathymetric surveys of the port area with characterization of the marine sediments to be handled at the beaches of the Lungomare Fata Morgana and San Vito, pursuant to art. 109, paragraph 2 of the Legislative Decree.

n. 152/2006 and subsequent amendments, as regulated by the Ministry of the Environment and Protection of Land and Sea with its own Decree no. 173 of 07/15/2016. All reported and documented by specific documents. Execution of interventions in the municipal area of ​​Mazara del Vallo, through the use of the municipally owned DRAGA: a) PORT AREA AND OUTPORT. b) BEACHES OF THE FATA MORGANA AND SAN VITO SEAFRONT”.

Here is what we read in the same Determination n. 767 where it is specified in the introduction that the organisation, in the absence of a budget forecast, operates in temporary management:

GIVEN that with DD 3rd Sector n. 51 of 01/16/2024, the role of RUP, DESIGNER and DEC was conferred, pursuant to art. 15, paragraph 5, of Legislative Decree 36/2023, to the municipal employee Geom. Mario D’Agati.

GIVEN that it is the intention of this Municipal Administration, following a request from industry associations, shipbuilding, and citizens in general, to activate the procedures for the use of the purchased work vessel, after the relevant checks in progress by the BUREAU VERITAS Certification Body, to be used for carrying out interventions in the municipal area of ​​Mazara del Vallo, pursuant to art. 109, paragraph 2 of Legislative Decree no. 152/2006 and subsequent amendments, as regulated by the Ministry of the Environment and Protection of Land and Sea with its own Decree no. 173 of 15/07/2016, and precisely:

a) PORT AREA AND OUTPORT. Movements in the port area: movement of sediments within port structures (fishing port, outport with the existing activities of floating pleasure piers and shipbuilding structures and including the body of water where the GF and Coast Guard military vessels are moored) for activities of remodeling the seabed in order to guarantee the usability of moorings, the safety of berthing operations or to restore navigability, with methods that avoid dispersion of sediments outside the intervention site;

b) BEACHES OF THE FATA MORGANA AND SAN VITO SEAFRONT. Beach restoration operations following storm surges, which involve the movement of sandy materials and/or sediments on the same site.

ACKNOWLEDGED: – that, considering the complexity and delicacy of the interventions to be carried out in the port area and in the city beach, this body intends to proceed with the assignment of the professional consultancy – support assignment to the RUP for the achievement of the pre-established purpose, and to avoid also the occurrence of any damage and/or problems of an environmental nature. – that with DD 3rd Sector n. 729 of 03/26/2004, the task of the “Professional consultancy and support service to the RUP” was entrusted

for environmental aspects and execution of bathymetric surveys of the port area with characterization of the marine sediments to be handled at the beaches of Lungomare Fata Morgana and San Vito, pursuant to art. 109, paragraph 2 of Legislative Decree no. 152/2006 and subsequent amendments, as regulated by the Ministry of the Environment and Protection of Land and Sea with its own Decree no. 173 of 07/15/2016. All reported and documented by specific documents” (CIG Code: B0433C6344) to the economic operator: SIGMA Engineering Srl, with registered office in via della Libertà n.

201/A – 90143 PALERMO – tax code and VAT no. 02639310826, who presented the availability to carry out the requested service, prot. General no. 0010294 dated 02/02/2024, offering a fee of €. 24,750.00, plus VAT and CNPAIA and therefore for a total €. 31,402.80 (€. 24,750.00, including reimbursement of expenses and excluding VAT 22% and CNPAIA 4%), for the following activities: . ACTIVITY 1: Support on the technical-environmental aspects to the RUP relating to the procedure for the movement of marine sediments within the port of Mazara del Vallo, for the planning and execution phases of the intervention in question.

The request for this activity is equal to €. 6,000.00 (six thousand euros/00), plus VAT and CNPAIA; ACTIVITY 2: Execution of the bathymetric survey with a multibeam system owned by SIGMA INGEGNERIA srl of the marine sediment collection and storage areas within the port structure of Mazara del Vallo, which will be precisely defined with a comparison with the Port Authority. The request for this activity is €. 3,500.00 (three thousand five hundred/00 euros), plus VAT and CNPAIA; ACTIVITY 3: Support on the technical-environmental aspects to the RUP relating to the procedure for the restoration of the beaches of the “Lungomare Fata Morgana” and “San Vito”, as identified and defined by the art.

1 Paragraph 2 point a and art. 2 Paragraph 1 point g of Ministerial Decree 173/2016, relating to the planning and execution phases of the intervention. The request for this activity is equal to €. 6,000.00 (six thousand euros/00), plus VAT and CNPAIA; ACTIVITY 4: Execution of the survey of the marine sediment sampling area, through video inspection or visual census activities, aimed at demonstrating the absence of protected species or habitats or of high environmental value (such as Posidonia Oceanica meadows), at both areas of intervention.

The request for this activity is €3000.00 (three thousand euros/00), excluding the support vessel which, as per agreements, will be provided by the Administration, plus VAT and CNPAIA.; ACTIVITY 5: Carrying out the environmental characterization of the marine sediments to be moved for beach restoration operations. Specifically, the complete environmental characterizations of the sediments will be carried out in accordance with the technical annex to Ministerial Decree 173/2016, for a unit cost of €1250.00 per sediment sample, including collection and transport to the accredited laboratory for the execution of the cited analyses.

Specifically, it is planned to take 3 samples from the material sampling areas at the “Lungomare Fata Morgana” and 2 samples from the mouth bar of the stream present at the “Lungomare San Vito”. Overall, the request for the activity is €6250.00 (six thousand two hundred and fifty euros), plus VAT and CNPAIA. acknowledging, given the urgency, that the expenditure required for the award in question will be the subject of a spending commitment with a subsequent Management Determination following the establishment of the relevant expenditure chapter.

ACKNOWLEDGE: – that following a note from the 3rd Sector prot. General no. 0014834 of 02/19/2024 and subsequent DD 3rd Sector n. 744 of 03/29/2024, the related expenditure chapter no. was established. 5520/021 – cod. 09.04.1.03 “Service for dredging operations in state-owned areas”; – that the higher expenditure of € must be committed. 31,402.80 to the relevant chapter, namely: Mission: 09 – Program: 04 – Title: 1 – Aggregate Macro: 03 Chapter n. 5520/021 acknowledging that the case falls within the hypotheses envisaged by the art. 163, paragraph 2, of Legislative Decree 163/2000, as this is an expense necessary to avoid certain and serious financial damage being caused to the organisation, guaranteeing the usability of the moorings, the safety of berthing operations or for the restoration of navigability in the port area as well as the restoration of the beaches following storm surges before and no later than the start of the bathing season”.
