A Development Contract worth 174.5 million euros arrives in Umbria

With a press note the Umbria Region communicated important news in terms of the economic development of the territory. The news concerns the official communication from Invitalia for the start of the preliminary investigation and negotiation phase of the application of a local SpA to access the Development Contract of the Ministry of Economic Development.

The application, specifically, was made by Antognolla Spa to support, with the subsidized finance instrument, the complete construction of the resort of the same name in Umbria. Antognolla Spa, as stated on the company’s official website, is located in Strada San Giovanni del Pantano in Perugia and was the scene of sieges and battles in the Middle Ages. Antognolla, for centuries, was the seat of one of the most powerful noble families in Perugia.

Now the castle and estate are dedicated to more peaceful pursuits and set to become Europe’s leading luxury resort and residential community. The original historic architecture will be preserved as a key element of the development, while the new construction will reflect the history, style and beauty of this place.

And to do so, a request for financing was made to Invitalia. Invitalia is the national agency for attracting investments and business development, the government agency is entirely owned by the Ministry of Economy and Finance.

The request by Antognolla Spa is only the last piece of an operation followed, since its establishment, by the Umbria Region and is based on a financial plan which envisages a final requirement for the construction of the resort of approximately 174.5 million of total euros. Of which approximately 38 million of subsidized financing requested from Invitalia, while the remaining 136.5 million of investment are completely covered by financial resources of Antognolla Spa, 70 of which have already been spent.

In the meantime, we read in the note from the Region, work continues on the construction of the wellness center, a project called ‘Main Building’, and the ‘Spa Suites’ hotel suites, the structural phase of which should be completed by the end of June. The next step is the start of the construction phase of the ‘new village’ (castle) and the ‘Massarello villa’ hotel villas.

The Umbria Region, as foreseen by Ministerial Decree 9 of 2024, will now have to express its opinion regarding the compatibility of the project plan proposed by Antognolla with local development programs, as well as on the possible availability for co-financing. In this sense, the institution will immediately start a specific investigation which will lead to a response within just 30 days but, given the availability of Invitalia, it is difficult to imagine a negative outcome.
