According to what was reported by Ansa, Italy has planned this type of financial instrument for 11.8 billion out of the 194.4 billion envisaged by the Plan. Much higher shares are held by Spain (for 76 billion out of 163) e Greece (17.7 billion out of 36.6 billion). In total, according to the news agency’s reconstruction, there are 15 EU countries that have resorted to these tools to 100 billion out of the total 672.5 of the device.

The issue, underlines Ansa which cites its European sources, would weigh on a comparison on extension of the PNRR, “given that the unanimity of the 27 EU members is needed on the decision on own resources with the 2026 deadline for the NGEU”.

Meanwhile the Commission European has adopted an update of its guidelines on the implementation of the Plans which provide for some simplifications focused on administrative requirements. In a note, the Commission explained that these new guidelines also respond to the conclusions reached by the European Council last April which asked to improve the procedures for implementing the plans. For example, the note continues, the new guidelines clarify the ways in which States can request the modification of an aspect or objective of the PNRR, where they see simpler implementation solutions.

The Commission’s new guidelines also favor the creation of synergies between the PNRR and other community funding sourceswhile always paying attention to avoiding double funding mechanisms as requested by the European Parliament.

The new guidelines adopted update those that were published by the European Commission in January 2021 and replace those of March 2023, with the exception of the part concerning the chapters RePowerEu.
