Anci Umbria Assembly, final balance sheets for 2023 and 2024 budget unanimously approved

The final budget for 2023 and the 2024 budget of Anci Umbria were unanimously approved. The assembly of the Municipalities associated with Anci Umbria was held on Wednesday 29 May, in online mode, and was opened with the report of the regional president, Michele Toniacciniwhich illustrated the association’s activity carried out in 2023 and took stock of the situation in progress.

“The one just passed – he said – it was a year of important agreements, with the aim of strengthening relations with the outside and creating an active network to better address territorial issues. This 2023 also saw us engaged on multiple fronts, thanks to great teamwork, which concluded with the mission carried out in Brussels. Where, for four days, around sixty people including mayors, administrators, officials and technicians, representing around thirty Umbrian municipalities, the Provinces of Perugia and Terni and other institutions, had the opportunity to visit and discuss with the professionals working at the Brussels headquarters of the Umbria Region, at the European Committee of the Regions, at the European Parliament and at the European Commission, the real operational arm of the Parliament and the council, to share the projects arising from the various thematic areas of the ‘Municipalities in Europe’ path ‘. An important trip, which allowed us to deal directly with the community bodies.”

Many activities were carried out during the year. Also in 2023 Anci Umbria’s attention was directed to Pnrr (National Recovery and Resilience Plan) intervening, on various channels in collaboration with various subjects, with the aim of strengthening the capacity building of the Municipalities to make the implementation of the funds made available more efficient. The association has established, together with the Umbria Region (with which it had signed a memorandum of understanding in 2022), the Prefectures and the State General Accounting Office, a Technical Coordination Table to support the local Municipalities and, in collaboration with Int. Geo. Mod. Srl and Ifel, has defined the activation of a structured service for assistance in the implementation of projects called “Pnrr Presidio”.

Continuing the action undertaken in 2022, attention was kept high on two themes: Energy communitiesseen as a strategic tool for the ecological transition and to prepare the territories to seize the financing opportunities that will be active at national and regional level; framework agreement with Conaifor the separate waste collection of Municipalities and the facilitation of tariffs.

Speaking about 2023, Toniaccini also illustrated which ones protocols and agreements were signed during the year (with Fondazione Umbria Contro l’Usura, Avis Umbria, Aull, ReMaRe, the Daniele Chianelli Committee for Life, the Centro Speranza of Fratta Todina, the Order of Health Technicians of Medical Radiology and of Technical Health Professions, Rehabilitation and Prevention of Perugia and Terni and Corriere dell’Umbria) all linked to a path of promotion and collaboration, undertaken together with Federsanità Anci Umbria, which is involving all the Umbrian municipalities, divided according to the social areas of the region.

The general secretary of Anci Umbria Silvio Ranieriinstead, presenting the two budgets, he explained the projects that the association has in place and those that have been concluded (and which bring liquidity into the association’s coffers). In total there were 6 (3 have been completed) in which Anci Umbria staff worked during 2023 – divided into various themes – while 2 were presented and approved: Integrality, for social and working inclusion, together with Felcos Umbria; and Safe, for social inclusion and health, with the Umbria 1 local health authority.

During the last year the activity continued training on the project 0-6 with 38 editions started and around 400 certificates issued, while the training courses of the Rosa project (Strengthening the offer of reception services).

Among other activities there were also: the Universal Civil Service, which involved 144 volunteers, of which 15 with disabilities, plus 9 with the digital tender; support for Anci Umbria ProCiv, engaged on several fronts including the earthquake that hit the Umbertide area last March and the three days of exercises for the Municipalities on Mount Cucco; in agreement with Federsanità Anci Umbria on “Ludopathy, regional gambling disorder plan”, as part of the activities planned in 2023 for the continuation of the regional plan for the prevention, treatment and rehabilitation of gambling disorder; support meetings on the issues of the remodeling and closure of some post offices and bank branches and the shortage of general practitioners, which mainly affect the internal, peripheral areas and smaller municipalities of the regional territory.

As always, also in 2023, Anci Umbria supported the initiatives of the national Anci, such as the promotion of the Missione Comune 2023 sports call, and of local authorities, such as the Province of Terni with Youth in the pipeline and the State Accounting Office with training on the ReGis system. The association has always tried to keep attention high on the problem of the remodeling and closure of some post offices and bank branches with meetings organized with trade associations.
