Saturday 18 May at 11.30 am at the Casa del Popolo di Torre in via Carnaro 10 a
Pordenone, the Friuli Venezia Giulia Peace Board organized a meeting
open to the press and candidates for the next European elections – before the meeting of
themselves with the young people organized by Catholic associations and the visit to the base of the
Regional council commission – to expose critical issues relating to Aviano, to
war tension and the ongoing nuclear escalation, which also seriously threaten the
our territory. The initiative – deserted by the entire regional press – was attended by i
candidates Giulia Giorgi of Alleanza Verdi e Sinistra, Alessandra Guerra of Pace Terra e
Dignità and Ugo Rossi of Libertà, who reserved the right to intervene on the matter with their own
communications, as well as the representative of the 5 Star Movement Marco Grilli.
Alessandro Capuzzo of Tavola Pace FVG presented the motion on NO to nuclear power
military and YES to a new regional Peace Law, presented in the Region by
advisors Pellegrino Honsell Fasiolo Capozzi Martines and Mentil. Nuclear maneuvers
opposing forces of the Russian Federation and NATO are involving Friuli Venezia Giulia,
raising serious concern. The task of Italy, Europe and the international community is
pursue an end to all conflicts, even more so if they are potentially nuclear; the exercises
which are still taking place, Italy and the Union are also putting Italy and the Union on Friuli Venezia Giulia
Europe in a very delicate position with the war front expanded from Ukraine to
Palestine and the tensions in Bosnia, Serbia and Kosovo which are a prelude to a war front
possible within the EU.
The proponents of the motion propose that the Council of Friuli Venezia Giulia undertakes to
undertake an active Peace diplomacy, to deal with the Regions aware of
Alpe Adria the looming nuclear war risk; existential and humanitarian emergencies
resulting from the conflict on European soil and the Mediterranean – including nuclear risk –
also through a new regional Peace Law. Reaffirming what has been expressed
1 February 2005 with the constitutional bill reforming the Statute sent to
Parliament: “Friuli Venezia Giulia pursues a policy of peace and dialogue with all
peoples; promotes international cooperation; repudiates war as an instrument of
offense against the freedom of other peoples and a means of resolving international disputes;
supports the processes of moratorium on weapons of mass destruction.”
A few months ago, under domestic and international law, 22 activists presented to the
Prosecutor’s Office of Rome a complaint against the presence of American nuclear bombs in the
bases in Ghedi and Aviano so that the Judiciary can confirm their stationing and use, too
by Italian pilots and responsibility for their importation and detention. The substitute
Roman prosecutor asked for the dismissal but the proponents’ lawyers are staying
drafting an opposition to be submitted to the Judge; three of them are Friulgiulian. On the base
from multiple sources the presence of approximately 90 nuclear devices in the Ghedi and Aviano bases can
be considered certain. The Italian government persists in refusing any information, but the forces
US militaries use applications to store access data to ordnance,
have now become public knowledge.
Atomic devices fall within the definition of “weapons of war” (law 110/75) e
“arms materials” (law 185/90, art.1). The complaint addresses the issue of
presence or absence of import licenses and/or authorizations. Article 1 of the law
185/90 in fact states: “export, import, transit, intra-community transfer
and the intermediation of armament material as well as the sale of
relevant production licenses and production relocation must comply with
Italian foreign and defense policy. These operations are regulated by the State
according to the principles of the Republican Constitution which repudiates war as a means of
resolution of international disputes”.
The Peace Table has activated the competent Prefectures to obtain the Plans
emergency in the event of a nuclear accident at the Aviano base and the port of Trieste, of which the
European Directive and Law require disclosure. A belated e-mail has arrived from Trieste
insufficient response; faced with the silence of Pordenone the Table was forced to
report the prefect for omission of official acts. Here too the Prosecutor’s Office asked the
Judge for the preliminary investigations the dismissal, with very questionable reasons and the
Tavola per la Pace opposed the provision with the arguments presented
by the lawyer Pierumberto Starace, which will be disclosed soon.
However, there is an important novelty on the subject at the United Nations: the entry into
force of the Treaty on the Prohibition of Nuclear Weapons signed by 122 countries and ratified
from 70, including Austria Malta San Marino and the Vatican; which in fact is starting to be achieved
what was hypothesized way back in 1975 by the Non-Proliferation Treaty, nuclear disarmament.
Unlike other NATO or EU countries, such as Germany, Holland, Norway, Ireland and Sweden,
Italy did not participate in the work.
