PNRR review: Projects in Puglia defunded for 860 million

ANCE Puglia expresses concern about the impact on the construction sector and urban regeneration

The president of ANCE Puglia, Gerardo Biancofiore, expressed concern about the consequences of the revision of the National Recovery and Resilience Plan (PNRR) which provides for the definancing of projects in Puglia for a total of almost 860 million euros. In a press release, Biancofiore stated: “The Apulian numbers show that, following the revision of the PNRR, projects worth almost 860 million euros will be totally and partially defunded in Puglia. As ANCE Puglia we express concern for the many projects that will not see the light of day and for these regulatory provisions that have changed during construction which contribute to the instability of our sector, so far among the most active in giving concreteness to the PNRR”.

According to data processed by ANCE on open data Italy tomorrow “Regis universe projects”, there are 1,297 projects in Puglia that will no longer be financed, for a total of 458 million euros, equal to 5% of the national cut. Partially defunded projects amount to 399.5 million euros, which represent 7% of the national total.

Biancofiore also underlined: “I am sorry for the defunded projects of municipalities and metropolitan cities in the South which will not be able to contribute to the achievement of one of the main objectives of the PNRR: reducing the gaps at a territorial level between the south and the rest of Italy. Let’s think of the Municipalities which, after having done an extraordinary job in bringing to light projects in line with the PNRR, suddenly find themselves stopped. The great regret is that these are funds that have been allocated for some time, for investments that can be implemented immediately and are to be completed by 2026; the hope is that the other financial coverage identified for many of the definanced projects can be spent in an equally short time”.

According to ANCE, in Puglia 28% of construction sites are open or completed, in line with the figure for the South, which is 29%. In northern Italy the percentage rises to 40%, while in the center it is 36%. “Stopping the construction sites – concludes Biancofiore – means interrupting a virtuous cycle for the regeneration of the suburbs and for urban regeneration which aim to reduce situations of marginalization and social degradation”.
