The well-known Rossonese criminal lawyer Pino Zumpano formalized a substantial, detailed and documented complaint to the prosecutor of Castrovillari a month and a half ago
CORIGLIANO-ROSANO – While in Corigliano-Rossano the electoral campaign has now also “formally” begun between the incumbent and re-nominated mayor Flavio Stasi on the one hand, and, on the other, his (unique) challenger Pasqualina Straface, at the same time, for several weeks, A scandalous political-administrative issue is taking center stage in the city. Yes, exactly the one concerning the now infamous sale of some old houses, in reality little more than ruins – located in the historic center of Rossano.
Where the selling part was embodied by the former Rossonese mayor and well-known geologist Tonino Caraccioloin local political circles considered the mentor of the young current mayor Flavio Stasiin addition to being Caracciolo himself, the promoter of one of the civic lists that supported Stasi in the 2019 elections as well as in those of the next 8 and 9 June.

And where the purchasing party, before the notary, was the Municipality of Corigliano-Rossano led by Stasi himself.

Certainly an excellent and more than abundant “deal” for Caracciolo, which however remains an unknown for the Municipalitywho did it within the so-called projects Pinqua theorized by the Stasi administration, and which, once the relevant work sites start, once completed, should then be financed by the State.
Meanwhile, the Municipality “disbursed” itself, with the money of the citizen-taxpayers administeredto Caracciolo as to someone else.
There Pinqua-Caracciolo or Caracciolo-Pinqua or Uncle Tonino Pinqua whatever you want in the jargon now a lot social of these weeks, Was it a politically… “appropriate” operation?
Certainly notand we of OtherPages we wrote it clearly last April 2nd, precisely in response to a reply that we received from Caracciolo himself (Flavio Stasi, Tonino Pinqua and political inappropriateness (this unknown!).
And that it was a politically inappropriate operation by now Caracciolo’s faithful allies themselves know it & Stasis and the rest of their cucuzzaro politician, for weeks and weeks very nervous and very embarrassed about the “thing”.

However, political inappropriateness falls within the sphere of censorship of political behaviour, and does not go “beyond”.
However, someone has gone further, and is not just any “observer”. Yes, because the lawyer Pino Zumpano certainly doesn’t need much introduction.

The complaint from the lawyer Zumpano to the Prosecutor D’Alessio
Attorney Zumpano is one of the most important criminal lawyers in the area for his unanimously recognized professionalism, as well as a fine man of cultureproudly belonging to the cultural Right even before the political one, and, in politics, in the past, he embodied the function of deputy mayor of his Rossano.
The lawyer Zumpano last March 27th has formalized a complaint addressed to the office of the Prosecutor of Castrovillari Alessandro D’Alessio, asking them to investigate the “case” and prosecute any crimes that can be identified in the facts, which the well-known professional describes in great detail, accompanying them with all the relevant documentation attached to the complaint itself:
«On 22 February 2024, the large sum of 64,750 euros was paid to Tonino Caracciolo, who on 7 February 2024 sold a recently “purchased” property, located in Rossano, at Via San Biagio number 55, in the land register on sheet 63 , parcel 1500, sub 3, income 85.11.
I went to the place and from the information I gathered there I tracked down the owner of the property, who lives nearby, to whom I explained the reason for my visit. He replied to me that for 28 years he has held the keys to the ruin entrusted to him by the elderly owner, Maria Ciliberti, who lives in Bologna, who wanted to donate it to him, but refused because it was completely in ruins. She repeatedly urged the caretaker (I only know the nickname “Palummed”) to find someone to give it to for free.
The “Palummed” gave me access to the property, allowing me to take photographs (doc. n. 4 composed of seven frames, from n. 1 to n. 7, signed by me), which portray all the rooms of the property: the first portrays “Palummed” himself holding the keys to the house (so to speak).
From the cadastral survey carried out (doc. n. 5 of three pages) I learned that on 29 May 2018, with a deed to notar Spezzano di Rossano rep. No. 99459, Maria Ciliberti, from Bologna, sold the property in Via San Biagio to Tonino Caracciolo, the very property that he then resold to the Municipality of Corigliano-Rossano on 7 February 2024, repertoire no. 1069 of deed to notar Alessandro Spezzano, son of the notary Giuseppe Spezzano, both with offices in Via Paramati n. 6.
Having acquired the two deeds (doc. nos. 6 and 7 respectively), it emerges that:
Maria Ciliberto, through her son Elia Focarazzo, special prosecutor, sold the property in Via San Biagio, “due to the terrible conditions it is in” at the price of 500.00 euros (i.e. five hundred), perhaps not even collected since she was willing to donate it to anyone.
The parties falsely declare in the deed (page 5) that on that date “peaceful, legal and material possession” was conferred, however, there is current possession of the custodian “Palummed” who has been exercising it for 28 years.
For the purchase of the ruin that it could requisition without any cost, the Municipality paid the hyperbolic sum, already disbursed, of 64,750.00 (that’s sixty-four thousand, 750 euros), in addition to the notary fees for other thousands of euros, without calculating several hundred thousands of euros for the renovation, resulting in a single apartment in several years. With little more than the price paid, the local market offers comfortable and immediately usable apartments. The “Pinqua” have another purpose.
But the intrigue and demagogy spare no expense, it’s public money!
On the same day (7 February 2024), a second deed of sale was stipulated between the same parties, for which the Municipality paid Tonino Caracciolo another huge sum, equal to 38,500 euros for a second hovel located in Rossano on Corso Garibaldi number 150, next to the Bed and Breakfast owned by Caracciolo himself:
there is an entrance door, always wide open, a staircase that leads to the first floor in two small rooms or closets in the center of the staircase, everything is dilapidated and a refuge for stray dogs, as can be seen in the 8 attached photos taken by me and signed.
I highlight that the rebound of accusations taking place on social networks cannot be passed off as a stupidity, pleasure and entertainment of the “bull people”, of our local newspaper editors and of the vulgar hard-boiled politicians with an entourage of pimps and gallops who benefit from trading on serious facts and of great responsibility, passing them off as chatter with the sole aim of being able to better look after each one’s personal interests, challenging the risk of committing serious crimes of embezzlement, embezzlement, aggravated fraud, forgery of public documents, criminal association and others, but a complaint to be investigated to verify the existence or not of crimes that can be prosecuted ex officio”.

Now it will be up to the prosecutor Alessandro D’Alessio or one or more of the good magistrates who make up his office, the task of shedding “light” on the many “shadows” which the lawyer Zumpano denounces in his substantial complaint (of which we have reported only a short but significant excerpt) raises on the “houses” of the former mayor Caracciolo, on the mayor Stasi, and on the municipal managers and bureaucrats who had to deal with such real estate “business” of the Municipality of Corigliano-Rossano.
