In the face of youth unemployment, in 2023, equal to 27.9%, with over one million and 210 thousand young NEETs in the South of which 402 thousand in Campania, equal to 33.2% of the total and with dramatic data on the youth emigration as noted by Istat where between 2002 and 2022 almost 360 thousand young people “disappeared”, positive data are recorded on the green employment front where in Campania there are over 44 thousand companies that have decided to invest in the five-year period 2018-2022 in green technologies and products, ranking third in Italy, after Lombardy and Veneto.

The Campania is characterized as among the most dynamic regionswith 143,790 new green jobs contracts expected in 2022 (up 13.5% compared to 2021, confirming itself as the first Region in Southern Italy.

Legambiente presents the “Green Jobs” dossier, as part of the Green Energy Revolution project, with the aim of promoting and disseminating new green skills; highlight the opportunities and possible employment, economic and social impacts linked to environmental innovation processes; support school, university and work orientation paths towards green jobs; provide tools to public and private actors in order to improve public training systems and strengthen non-formal education paths.

According to ISTAT data, we read in the Legambiente Campania dossier, unemployment in Campania in 2023 will stand at 17.8%, an increase of 0.4% compared to the previous year and 10.1% higher than the national average (7.8 %) and 3.5% compared to the average for the South. The fragile situation of the Campania context worsens if we refer to the data relating to youth unemployment, in the same reference period (2023), equal to 27.9% (general data), while youth unemployment settles at 31.7%. female. Despite the negative data which give us a worrying general picture characterized by unemployment, inactive young people, intense processes of emigration especially among young people, Campania, as well as the South represents a place in which capable industrial and employment policies can be developed change the sign with a view to achieving a just ecological transition.

In fact, second the data from the GreenItaly Report of the Symbola Foundation, Campania ranks third in the regional rankings for the number of companies that have made eco-investments in the period 2018–2022 in green products and technologies, with 44,530 companies in absolute terms, of which 22,980 (51.6 %) are located in the metropolitan area of ​​Naples (in third place in the provincial rankings). A total of 143,790 green jobs will be hired in Campania in 2022, the region confirms itself in 5th place in the regional ranking drawn up by Symbola and Unioncamere, with an increase of +17,000 activations compared to the previous year of survey. Compared to the rankings relating to metropolitan cities and provinces, we find three Campania provinces in the top 20 positions: Naples, Salerno (15th with 29,410 contracts) and Caserta (20th with 23,020 contracts activated). In the metropolitan area of ​​Naples, 75,680 green jobs contracts were activated in 2022, +8,720 compared to 2021.

In the Dossier there is a focus on the theme ofemployment in the energy sector in Campania with a questionnaire submitted to ten companies in the energy sector. The sample identified is varied as it is made up of small, medium and large companies. The ten companies identified employ a total of 1,183 workers in Italy, of which 38.5% – 455 workers – are employed in various capacities in Campania. Seven out of ten companies that responded to the questionnaire have adopted equal opportunities policies in order to respond to the urgent need for female employment in the sector; in fact, from the interviews it emerges that only 12.5% ​​of the employees in Campania are women. 90% of those interviewed responded that the most sought-after role is that of the engineer, followed in second place by the role of specialized worker with 70% of the preferences; unlike the previous question in which reference was made to technical design; followed by the permitting manager – a professional figure who is responsible for requesting the necessary authorizations from the bodies responsible for building renewable energy plants – with 40% of preferences.

Environmental and Energy Education. Strengthen, implement, and test environmental and energy education paths; use non-formal education methodologies and approaches to increase awareness of sustainable and supportive educational communities.

Educational and professional orientation. Redesign scholastic and professional orientation paths, with a focus on preventing dropout; plan and test new school orientation paths and rethink the Paths for Transversal Skills and Orientation (PCTO).

Active labor policies. Strengthen employment services and active work policies to promote the just ecological transition; strengthening the green skills of Job Center operators, and greater coordination between services.

Training. Rethink professional training through specific programming of the development of skills in the environmental field, particularly in the energy sector, implement the regional catalog of professional training, promoting experiments specifically through ITS and IFTS.

Industrial Policies and Sustainable Development. Develop industrial and sustainable development policies that encourage industrial reconversion; strengthen energy and green production chains.
