“I express great satisfaction – he said the Urban Planning Councilor of the Municipality of Latina Annalisa Muzio – for the approval of this text by the councillors. Today’s result, which I would define as historic, taking into account that attempts had been made in the past to proceed with the change without ever having any effect, was possible following the requests of the councilors Alessandro Porzi, Giuseppe Coluzzi and president Roberto Belvisi, but it was carried forward by the entire commission, which I thank, and by the offices that worked effectively to adopt the changes ratified and presented again in this morning’s session to the commissioners”.
The urban planning commission chaired by councilor Roberto Belvisi, in fact, approved the definitive text of the proposed resolution on the change to the technical implementing rules of the general master plan for the introduction of the equalization institute.
“With the introduction of equalization – added councilor Muzio – a fundamental institution for planning, the Municipality of Latina will finally be able to equip itself with a tool that is also essential for the correct functioning of the delegated powers following the signing of the regional convention on the urban planning skills of our Municipality. The objective of this administration, in fact, is precisely to remove every obstacle connected to urban planning. The implementation will take place through the subsequent adoption of the equalization regulation, already under development, of the executive urban planning instruments, including integrated programs and recovery plans, based precisely on the equalization, compensation, reward and expropriation criteria, extended to the entire district or part of this in the R0-R1-R2-R3-R4-R5-R6-R7-R8-R9-R10-R11-Q1-Q2-Q3-Q4-Q5 districts. Finally – concludes Muzio – the criterion of territorial equalization is also introduced which will allow us to distribute in an equitable manner among all the owners of the areas and buildings subject to urban transformation, the advantages and burdens determined by the planning choices. The document, after the necessary opinions have been added, will return for a mere formal passage to the commission and then arrive at the next municipal council”.
