New Urban Planning Guidelines in Umbria: Results of the Technical Roundtable presented

Following an in-depth process of dialogue and analysis which involved the Umbria Region, the Network of Technical Professions and Municipalities, the technical table dedicated to urban planning and building regulations is ready to present its results. This significant initiative, which started in July 2023, aims to standardize the interpretation of urban planning regulations across the entire Umbrian territory, overcoming the interpretative discretions at municipal level which have often generated confusion and legal problems.

The session will be inaugurated with greetings from Enrico Melasecche, regional councilor for Infrastructure and Public Works, followed by speeches from Livio Farina, coordinator of the Network of Technical Professions of Umbria, and Michele Toniaccini, president of Anci Umbria. Subsequently, Stefano Nodessi Proietti, regional director for the Government of the Territory, Environment and Civil Protection, will illustrate the results of the work carried out, outlining the new directions taken by the legislation.

The day will end with a round table which will see the participation of regional experts and managers, including Paolo Gattini, Sabrina Scarabattoli, Maria Elena Franceschetti, and Paolo Tognaccini, all managers of the regional Urban Planning, Housing Policies and Urban Regeneration, Protection of Paesaggio, as well as Livio Farina and Enzo Tonzani of the Umbria Technical Professions Network.

The discussion table faced a significant challenge: that of creating a common basis for understanding and applying the rules of the Consolidated Territorial Government Act, regional law 1/2015, eliminating divergent interpretations which could vary significantly from one municipality to another. ‘other. This initiative proved essential to guarantee clarity and coherence, reducing the risk of litigation and facilitating the planning and implementation of projects in the area.
