As anticipated at the end of last March, the public meeting “Green logistics and sustainable mobility: presentation of the Imola Casello project, the new roads and the cycle network” will be held on 8 May at 6.00 pm at the ‘La Stalla’ Social Centre. The public presentation meeting is part of the Program Agreement procedure (referred to in art. 60 of Regional Law 24/2017) which provides for the holding of public meetings and debates with stakeholders, in order to provide information on the contents of the agreement and stimulate citizen participation in its definition. The meeting aims to illustrate the Imola Casello project and the changes relating to the road system, which also affect Via Selice, in particular the new cycle path on its own site which starts from the existing cycle path in the frieze of the roundabout of Via Lasie and continues until the roundabout at the entrance to the motorway toll booth.

The Councilor for Economic Development Pierangelo Raffini, the Councilor for Urban Planning Michele Zanelli, and the Councilor for Environment and Sustainable Mobility Elisa Spada will be present at the meeting together with the technicians of the Municipality of Imola and the technicians appointed by the Develog Company.

Traffic: a new roundabout on the Selice – In terms of mobility and infrastructure, the ‘Imola Casello’ project involves the construction of the new road network already foreseen by the municipal planning instruments (PSC and RUE), which will lead from via Selice to the functional hub via a roundabout. This new roundabout will also serve the commercial activities recently established on the opposite side of the Selice. All the new roads will be equipped with cycle and pedestrian paths and along Via Selice, between Via Lasie and the motorway toll booth, new cycle paths will be created, completing the cycle network between the station and Via Molino Rosso, with an overall cost borne by the subject actuator of approximately 3 million euros. The implementer will also be responsible for purchasing local public transport season tickets for its employees in order to encourage sustainable mobility.

A public road system is planned within the logistics complex which will also allow the connection of via Selice with via Fossetta, a public parking area with 177 spaces with the function of a stop-change for the motorway toll booth and green areas with tree-lined rows along all the boundaries of the settlement towards the agricultural area and neighboring homes.

The intervention will contribute to the Metropolitan Equalization Fund with approximately €210,000 of secondary urbanization costs as well as with a further sustainability contribution due for the logistics function of €240,000, which will be used by the Metropolitan City to finance urban and territorial regeneration interventions based on specific public tenders.

The approval process of the Program Agreement has begun – Today we are at this point in the approval process of the Program Agreement as, after two years of meetings and design insights by the technical team appointed by the Italian company Develog, which will take over the 163,000 m2 area. in the Selice A14 area, the documentation of the intervention proposal has been deposited for free viewing, on which the Municipality of Imola and the Metropolitan City have expressed their respective preliminary consent required by the art. 60 of Regional Law 24/2017.

The proposal was deposited for 60 days, starting from March 27th, on the website of the Municipality of Imola on the “Building/Urban Planning Desk” page at the following address:

The project proposed by Develog – The settlement proposed by the Develog company will be built on a total surface area of ​​163,000 square metres, in the area called “Imola Casello” ex “Multisala”. This is a very advanced and innovative project that takes into account the requirements for Green Logistics dictated by the Metropolitan Territorial Plan, the Territorial Agreement for the Selice-A14 functional hub and the Protocol on Ethical Logistics of the Metropolitan City. The settlement will be built on a total surface area of ​​163,000 square metres, in the area called APF6 ex Multiplex, with an expected investment of over 50 million euros. The covered surface will be 55,610 square meters, with approximately 56,000 square meters of permeable surface, of which 21,000 square meters of public greenery, with the planting of 250 new trees.

Develog will take care of the phases ranging from the purchase of the land to the issuing of building permits. For the design, construction and marketing of the operation, which involves the establishment of companies with B2B (Business to Business) and non-B2C (Business to Consumer) logistics, it will make use of local firms and firms.

The project proposed by Develog is able to guarantee the achievement of the requirements of Ecologically Equipped Production Areas (APEA) and compliance with the parameters of Green Logistics to combine economic development and protection of natural resources by improving the environmental management of the areas involved and their environment . In essence, environmental sustainability translates into harmonizing the intervention with the natural and anthropic elements of the landscape in which it is inserted, guaranteeing the quality of the open spaces (green areas, roads, car parks) and of the buildings in terms of the overall structure and implementation choices, in applying green solutions for the lamination of meteoric events and the reduction of flood risk, the collection and reuse of rainwater for non-drinking uses and solutions for noise mitigation.

The next steps – Once the filing period has ended (60 days, starting from 3/27/2024), the Program Agreement procedure will continue in the coming months with the counter-arguments to any observations and the Environmental Sustainability Assessment with adaptation to the express requirements and conditions by the competent environmental bodies. The approval and signing of the Agreement, expected in the autumn, will lead to the release of the qualifications for the construction of the urbanization works as well as the declaration of public utility, non-deferrability and urgency for the works of public interest.

The employment consequences – As regards the aspect of employment impacts on the Imola area, this will vary depending on the product sector of the companies that will settle, which in any case will belong to the B2B (Business to Business) logistics type. In any case, 200 to 300 new hires are expected, a large part of which are highly professional.
