The rebirth of Castelluccio is about to become reality

NORCIA (Perugia) – The rebirth of the pearl of the Sibillini is ever closer. For Castelluccio di Norcia, Saturday 4 May was an important day in terms of post-earthquake reconstruction. In fact, the delivery of the work of the first application took place during a ceremony organized by the Agricultural Community, in the presence of the authorities, including Guido Castelli, extraordinary commissioner for the 2016 earthquake reconstruction, and Donatella Tesei, president of the Umbria Region and extraordinary deputy commissioner for reconstruction. The work delivery report was signed by the Temporary Association of Companies (Ati) which was assigned the important reconstruction work, made up of the Roman Edil Moter and the L’Aquilan companies Dava and Taddei spa.

Among the authorities present there were also the regional councilor Enrico Melasecche, Giuliano Boccanera, acting mayor of the Municipality of Norcia, Stefano Nodessi Proietti, regional director of Territorial Government, Environment and Civil Protection as well as director of the Special Reconstruction Office (Usr ) Umbria, Gianluca Fagotti, manager of the Private Reconstruction service of the USR Umbria as well as sole manager of the project (Rup) of Castelluccio, and Maurizio Rotondi, urban planning manager of the Municipality of Norcia. The president of the Castelluccio Agrarian Community, Roberto Pasqua, welcomed the guests.

«I believe the reconstruction regarding Castelluccio is a model – underlined Castelli -. After every earthquake, the public system must give its best to rebuild better and to promote the maintenance of communities that are always exposed to the risk of moving away from wonderful but vulnerable villages. From this point of view we can say that we have truly achieved an incredible result with this delivery of the works, first of all because the entire institutional system worked towards the objective and then because we have implemented the best possible from a technical point of view”.

For President Tesei «today is a very important and positive day because we are finally handing over the works to the companies that won the contract, but also because this integrated reconstruction project is an innovative project, both for the public-private formula and, in in particular, for the new construction techniques that will allow this extraordinary place for our region to be rebuilt with the highest safety criteria”.

So Nodessi Proietti: «When we started we seemed like visionaries. Last year I was here and I promised on my face that within a year we would close a big job. Enough paper, it’s time to start seeing some bricks and so it’s a pride for me to return to Castelluccio today for this occasion.”

This is Taddei’s comment: “It is a great reconstruction project. In these months that have led us to this moment we have met people who, despite working in the public sector, managed everything as if it were a private thing. An Italian example of successful reconstruction, the demonstration that, when you want, things can be done well.”

As Boccanera highlighted, «for the community of Castelluccio it is a fundamental moment – ​​reiterated Boccanera –. I would like to thank all the actors involved in this reconstruction, therefore the Region, the USR, the Municipality of Norcia and of course Commissioner Castelli. Work of the highest engineering value has been carried out and the project is already being studied by Italian and foreign universities, among other things being carried out for the first time in a village at 1400 meters above sea level.”

The first application, added Fagotti, concerns «the construction of terraces, underground services of main and secondary roads limited to the portion of the inhabited nucleus outside the plate and consequent testing aimed at the reconstruction of the buildings, for an amount of 23 million euros. The overall project involving the reconstruction of the historic center of Castelluccio is aimed at restoring the forma urbis of the town through an integrated reconstruction intervention, both public and private, which involves the construction of a large slab of 6500 square meters which will rest on approximately 300 seismic isolators above which to rebuild private properties and public spaces.”

In this way, it will be possible to reduce the stress that the ground will transmit to the buildings above by up to 15 times, guaranteeing integral and long-lasting seismic protection. The intervention involves the construction of 17 building aggregates and 144 real estate units to which are added two buildings of worship (Church of Santa Maria Assunta and Oratorio SS Sacramento) as well as primary public works: terraces, underground services and roads. The implementing body of the intervention, with a total value of approximately 60 million euros, is the Umbria Special Reconstruction Office.

The Umbria Special Reconstruction Office, given the complexity of the intervention, decided to entrust both the design and the works using the framework agreement instrument. In the first phase, the design services were entrusted to the temporary group of professionals Sagi srl (group leader), for an amount of 6,110,000 euros; definitive and executive technical and economic feasibility; coordination of safety during the design phase and assignment of works management, relating to the reconstruction of public and private buildings; primary and secondary urbanizations including anti-seismic and accessory foundation structures, inherent to the complex of reconstruction interventions in the historic center of Castelluccio. Subsequently, the Umbria Special Reconstruction Office, following a market investigation notice, activated two application contracts for engineering and architectural services concerning the design of infrastructures, terraces, underground services and the foundation plate with seismic isolators. Last April 23, the Special Decision-Making Services Conference approved the definitive/executive project of the interventions regarding the first application contract, while, as regards the second application contract, the technical and economic feasibility project was delivered which is currently in progress. verification phase. Also in April, the procurement contract was signed with Dava, Taddei Spa and Edil Moter.
