Campania, pact on workplace safety signed in the Region

It is a protocol that commits business organizations, trade unions and institutions to guarantee workplace safety at the highest possible level. We plan to include bonuses in the tender specifications that oblige employers to guarantee the stabilization of employees, to guarantee female employment and employment of disabled people.

Thus the governor of the Campania Region Vincenzo De Luca who this morning signed the protocol “Promotion of Safety and Health in the workplace and quality employment”, as part of the regional partnership table. The protocol focuses on “job security – said De Luca – which makes sense if employment is created, and from this point of view there is nothing unblocked by the national government. There are no development and cohesion funds, interventions in the special economic zone are blocked, and so on. Therefore we must urge the government to release the resources and open the construction sites.”
The protocol is signed by the Region, the trade unions and all employers’ associations, and starts from the numbers of Campania where accidents at work, with a high frequency of fatal cases and very serious disabilities, represent a socially and humanly serious phenomenon .

“From the INAIL Campania Region 2022 annual report – we read in the protocol – it emerged that in the year 2022 in Campania as many as 33,409 injury reports were detected, corresponding to 4.75% of the national total, an increase compared to 2020 ( +49.25%), both to 2021 (+64.25%) and that the reports of occupational diseases registered in 2022 (2,589) increased, by 5.80% more than in 2020 and decreased by 1.30% less than in 2021. It is also noted that from the inspection activity conducted by INAIL in the year 2022 regarding incentives for the safety, verification, certification and approval of machinery and equipment, it emerged that in the Campania Region as many as 739 companies of which 733, i.e. 99.19%, were found to be irregular and that this figure is 5.60 percentage points above the national value (93.59%).

This phenomenon has strong interconnections with forms of irregular and undeclared work, in themselves distorting elements for the economy of the South, as a consequence of the high rate of contribution and tax evasion, which are accompanied by the failure to adopt the measures envisaged to protect the health and safety of workers in the workplace. The common objective of the Parties is to increasingly reduce the number of accidents in the workplace”.

The agreement signed today therefore provides “to strengthen – we read – the fight against the phenomena of unfair competition and contractual dumping in order to protect and offer an advantage to companies that not only operate in compliance with national contracts and the law, but which pose further actions are in place with respect to the legislative provisions, to safeguard the health and safety of its workers in the workplace”.
Among the commitments made are joint initiatives to support training and updating in the security sector, the activation of technical-operational tables, also in synergy with public and private bodies with comparison and exchange of information and experiences, but also the birth of a shared regional model for strengthening safety measures in the workplace.
