“This morning the agents of the administrative and social police division of the Terni police headquarters implemented the provision issued by the police commissioner, Bruno Failla, regarding a public establishment: Art. 110 pursuant to the TULP (Consolidated law on public safety), with the suspension of the license for 30 days”, reads the note from the police headquarters.
“It is not the first time that the place has been subjected to this type of measure, as previously – in 2020, 2021 and 2023 – the commercial activity of serving food and drinks had been suspended for violation of the law on drugs and for the presence of people with police records and drunks who had given rise to episodes of violence”, continues the note.

He adds: “This morning’s closure is due to the owner’s arrest on April 24th for possession for the purposes of dealing, a crime committed inside the premises itself, where the Terni mobile squad had found wrappers of cocaine, hidden among foods, making the commercial activity a ‘safe’ place for dealing”.
“The commissioner’s provision has both precautionary purposes – with prevention objectives – as well as dissuasive on dangerous subjects, thus deprived of a usual place of aggregation, but is also aimed at protecting the safety of citizens and residents of the area”, concludes the note.
Presumption of innocence
In the Italian criminal system the presumption of innocence applies until the final sentence. Presumption of innocence which is based on article 27 of the Italian constitution according to which a person “is not considered guilty until finally convicted”.
