It is a real ultimatum that was delivered to the manager of the Finance sector of the Municipality Antonietta Carrella. It was sent by the extraordinary liquidation body which requests an account of the regularization of the provisional mandates for “passive mass requests”. The documents requested are nothing more than the certifications to be able to make payments to creditors. The letter bears the signature of the three members of the extraordinary commission called to manage the double collapse of the capital Marcello Cosconati (president), Fabrizio Orano and Massimo Cassano. The three officials recall that all previous requests forwarded remained unanswered. The reminder to process the administrative procedures also includes a deadline set at 30 days from receipt (the protocol office recorded the date of 19 April). Once the deadline has expired, if the inaction of the Finance sector continues, a specific report will be sent to the Regional Prosecutor’s Office of the Court of Auditors “for the relevant measures”.

The OSL note became, yesterday morning, a political case addressed in the first “General Affairs and Budget” commission on the initiative of Fdi councilor Pasquale Napoletano. At the center of the discussion between majority and minority, the words used by mayor Carlo Marino in the city council during the approval of the budget. On that occasion, Monday, the mayor once again spoke of exiting the crisis with the announcement of the conclusion of the payment of the first mortgage installments set for the end of the year. An optimism that seems to clash with the words of the members of the extraordinary liquidation commission who sent the notice to Carrella, the mayor, the finance councilor Gerarda Martino and the municipal secretary Salvatore Massi. This, at least, is the doubt posed by the minority who ask for clarity on the issue of the collapse and continue to be unconvinced by the reassurances presented in the chamber by the organisation’s top management. «The commission that manages the collapse – they say – reports the paralysis of the procedures and orders the offices to unblock the bureaucratic process. The mayor and the councilor, in the chamber, described to us a situation under control with the Municipality ready to emerge from the crisis. While keeping in mind that this is a technical issue between the OSL and the management, we must ask ourselves if there is a dialogue between the offices and politics and how the latter intends to address the problem raised.”

Also registering problems between the offices is councilor Romolo Vignola, of the “Reformists for Terra di Lavoro” group, president of the commission for controlling council documents, who also points out the doubts expressed by the board of auditors in Monday’s council and which already in the in recent weeks he had asked for greater speed in the offices’ action. «What was addressed in the first commission – explains Vignola – is a serious issue that should lead the financial offices to be more vigorous in responding to the requests that are forwarded. The board of auditors also expressed doubts in the council and it seems that the parties of the same administration have doubts about each other’s actions. It is not a good thing that people threaten to send the documents to the Regional Prosecutor’s Office of the Court of Auditors. For now we note that there is a shareable political objective of emerging from the crisis but this is a phase that must be managed with extreme rigor and keeping the bar straight.” Councilor Martino is aware of the problem but, from the airport, makes it known that she is forced to postpone the discussion on the topic. In the majority you confirm the priority attention given to the objective of overcoming the crisis Giovanni Lombardi, councilor of the “Together for Caserta” group. «The slowness of the financial offices – he claims – is nothing new in recent days. Human resources are what they are and the scrupulousness of the manager has further slowed down the work. However, these are technical issues on which we do not have the competence to be able to interfere, therefore we defer to the actions of the manager whom we have called to the commission, with councilor Martino, to explain the problem to us and to think together about a possible solution”.
