First commission, green light to change the 2024-26 budget forecast for the Veneto Region

(Arv) Venice 17 bees. 2024 – The First Permanent Commission of the Veneto Regional Council today gave its green light, by majority, to bill no. 252, on the initiative of the Council, of a change to the 2024-2026 budget forecast of the Region, already illustrated during the previous sessions and with the opinion of the Third and Sixth Commissions; the PDL in question can thus be included on the agenda of the legislative assembly. In a nutshell, the change allows the activation, in the current year, of a compensatory measure of approximately 14.1 million euros intended to overcome the critical issues in the use of the resources of the National Fund for Development and Cohesion (FSC) 2021- 27 – within the framework of the agreement for cohesion between the government and the Region which allocates over 600 million euros to the Veneto – not yet ratified by the Inter-ministerial Committee for economic planning and sustainable development (Cipess) and which were partly intended for co-financing and at the start of European programming; as anticipated during the previous sessions, the restoration of the advances made with the budget change in question is expected after the ratification of the foreseen appropriations by the Cipess. Subsequently, the Commission unanimously voted to acknowledge the company balance sheet no. 35 of the Comelico Dolomiti Foundation – Cross-Border Study Centre, whose representatives illustrated the activities planned for the year 2024. The Center is a private law foundation under public control established with the L. reg. n. 34/04 and active since 2006 – founding members: Veneto Region (which exercises annual supervision and control), Province of Belluno and Unione Montana Comelico – created to respond to the request for cross-border recognition of the area bordering Austria and Pusteria and which intervenes through cultural initiatives, support for associations, collaborations with universities and research bodies, participation in development and territorial cooperation projects – CiCo, the Comelico Information Center in Santo Stefano di Cadore, has been active since July ’22 – and whose sources of financing derive from annual transfers from members. During the illustration of the provision, the 2024-26 programmatic document was briefly presented, the work carried out by the Foundation during the previous years (intended to continue in the near future), the presence on the web to make its activities more visible, funding for cultural activities (for example, the podcast in Ladin “Alg da dì” and the cycle of five meetings organized by the Consulta Giovani Cadore on the theme of Slow Tourism), membership of the Terre Bellunesi biodistrict, patronage of the master of the University of Udine dedicated to the mountains, collaboration projects with schools and the opening of boarding schools to enhance student residence. The Commissioners underlined the complexity of the infrastructural, road and transport matters relating to mountain areas, and of Comelico with particular attention, and hoped for the possibility of increasing the economic allocation of the Region, also given the numerical and qualitative increase in the initiatives promoted by Foundation. At the end of the work, the Commission expressed by majority, without votes against, its opinion, within its competence, on Draft Law no. 238, on the initiative of the Regional Council, relating to the regional regulations on strategic environmental assessment (SEA), environmental impact assessment (EIA), environmental impact assessment (VINCA) and integrated environmental authorization (AIA); the legislative proposal can thus return to the Second Council Commission, where it is based, for the continuation of the preliminary investigation process.
