The Personnel Commission evaluates the procedures for new hires at the Municipality of Latina

LATINA – Today, convened by the President Claudio Di Matteo and in the presence of the Councilor Andrea Chiarato and the director Doctor Manuela Zuffranieri, the Sport-Culture-Youth Policies-Personal Council Commission met, with the agenda: Recognition of the staff needs.

“From the moment it took office, the Administration felt the urgency of strengthening and enhancing the administrative machinery of the organisation, which was suffering greatly due to the numerical impoverishment of employees due primarily to generational turnover, common to the entire public administration, and to the high mobility between entities encouraged by the massive wave of competitions that has characterized recent years” declared Di Matteo.
“The administrative machine is made up of employees who must be adequately incentivized and trained to respond to the great challenges of the PNRR and to an increasingly modern user eager for attention. The recruitment planning implemented and approved with the PIAO at the end of January was designed to meet the organisation’s major and most urgent staffing needs and was accompanied by a general change to the macrostructure and overall reorganization of the offices and services in order to optimize the available economic and human resources. The undersizing of the workforce is undeniable, a plague common to the entire PA” commented Di Matteo.
“At present the organization can count on a staff of n. 386 employees including officials and instructors, 39 expert operators, 15 operators. The Personnel Service, currently Department III General Affairs and Personnel, is working hard to concretely implement the programming approved by the political body. Already by the month of April, more than 50% of the external recruitment procedures planned in various capacities for the year 2024 will be correctly concluded (scrolls, mobility, selections pursuant to art. 110 TUEL). The Three-Year Personnel Requirements Plan will be updated following the approval of the 2023 Report, in order to identify new hiring spaces to also provide adequate replacement for terminations that could not be foreseen at the date of the previous planning. Furthermore, the preparatory and necessary activities are being organized for the start of the new competition procedures which will mainly concern technical and IT profiles. To facilitate the entry of young talents leaving neighboring universities, the institution is evaluating the possibility, compatibly with the available financial resources, of establishing apprenticeship contracts and/or training and work contracts with graduates or undergraduates respectively” concluded Di Matteo .
At the end of the Commission, President Claudio Di Matteo and Personnel Councilor Andrea Chiarato thanked the employees of the General Affairs and Personnel Department called upon to work with perseverance and commitment to concretely implement the Administration’s guidelines. The Councilor also underlined that finally the Personnel Service, after years of rotations of interim management, has a new manager, Dr. Manuela Zuffranieri, whose hiring, in a fully meritocratic perspective, took place through the scrolling of the competitive ranking approved by the previous commissioner administration.
