(UNWEB) Perugia, – “The architects of the Province of Perugia working in the post-2016 earthquake reconstruction, awaiting a necessary and now fundamental clarity on the procedures to be applied in the definition of the projects, are forced to suspend any new delivery of projects until the necessary definition of the uncertainties created. All this also in order to protect its customers”. This is also the cry of alarm raised fromOrder of PPC Architects (Conservative Landscape Planners) of the Province of Perugia. A decision made after learning the news that it was presented to the Council of Ministers “Save accounts” law decree which establishes the stop to the transfer of credits and the discount on the invoice. Based on what was communicated by Minister Giancarlo Giorgetti, the approved draft decree provides for the elimination of any kind of credit transfer and invoice discount for all types that still provided for them. In addition to the third sector, this tightening will mainly concern the 110% Superbonus for earthquake-stricken areas.

“In fact – continues the Order of the Province of Perugia – it is now known that the insufficiency of the contribution granted does not allow citizens to complete the works without having to resort to the combined use of super bonuses. Now by eliminating this possibility, citizens will have to find the sums necessary or not complete the works. Furthermore, it is necessary to underline the disparity in treatment between those who have so far been able to benefit from it and those who for various reasons have not been able to do so. Suffice it to say that some projects cannot yet be presented! If you do not he wants the Superbonus to be used and the contribution to be adjusted, which in any case will have to be done by 2025 if we don’t want to stop the reconstruction”.

“Imagining completing the reconstruction of the earthquake-stricken areas quickly and without the use of public funds – also declare the leaders of the National Councils of Engineers and Architects, together with Inarcassa (the foundation for freelance architects and engineers) – is purely utopian As we have repeatedly stated, an overall system is needed that facilitates the reconstruction work, not hinders it. This unusually drastic decision by the Government risks making the reconstruction work impossible. For this reason we ask for a rethink and that the facilitations taxes are maintained at least limited to the areas affected by the earthquake. We, as usual, are available to discuss with the Government to identify a solution that reconciles the need to keep the State’s accounts under control and the right of citizens affected by the earthquake to return to live in their own homes.”
