Superbonus: “300 companies in Turin at risk due to the limitations of the decree” – Turin News

The limitations on construction bonuses imposed by the government, i.e. the farewell to invoice discounts and the stop to the transfer of credit, risk blocking construction sites and sending hundreds of companies into ruin. The alarm was raised by AscomEd Torino, the building materials dealers’ association of theAscom Confcommercio.

300 BUSINESSES AT RISK IN TURIN

“The situation is dramatic, many construction sites will remain blocked and in Turin alone there are around 300 companies at risk” he explains Marco Cossa, president of AscomEd. “Of these 300 businesses, as many as 80% are at risk of closure. And in recent months they have made heavy layoffs. These are above all small companies, builders, suppliers, artisans, who gravitate around the world of construction”.

HERE ARE THE MEASURES

Cossa says he is especially concerned about the provision that blocks the transfer of credit: “With the blocking of the exchange of tax credits, there is no exchange of money and the entire construction chain comes to a standstill. And if businesses fail – he adds – they are the works of the Pnrr are also at risk“. The stop to the invoice discount was also contested: “The discussion is generalized and also applies to the other bonuses – explains the president of AscomEd -, this means that the entire construction market will suffer damage. And those who suffer most from these blocks are low incomes.”

THE SUPERBONUS BUBBLE

Many businesses were born from nothing, attracted by the benefits of the 110% Superbonus. “In Turin – explains Cossa – there are around 200 businesses that were created specifically for the Ecobonus. These were destined to close. But the other 300 are in serious difficulty, I hope that the government can think again and take measures to facilitate entrepreneurs”.

WHAT THE DECREE PROVIDES

During the Council of Ministers on 26 March, surprisingly, a law decree was approved with new limitations on building bonuses. The measure, which was not on the agenda, was presented by the Minister of Economy Giancarlo Giorgetti and aims to keep costs under control. The decree regarding building bonuses which eliminates any type of invoice discount and credit transfer for all types that still provided for it. However, according to what we learn from various sources, the government is still finalizing the final details of the final version of the decree, examining the requests received so far, in particular on earthquake areas and low incomes.

“We have eliminated the provision of remission in bonis which would have allowed the corrections with the payment of minimal sanctions of all communications already made until 15 October and provided for all new cases a new preventive communication, when work begins, in such a way to have monitoring of the phenomenon and not only when the invoices are uploaded” declared the Minister of Economy.
