The rent contribution in Rome was presented on Tuesday 25 June in the Sala delle Bandiere in the Campidoglio in the presence of the mayor, Roberto Gualtieri, the councilor for Heritage and Housing Policies, Tobia Zevi, the president of Fondazione Roma, Franco Parasassi, and the president of the Commission, Yuri Trombetti.

The project “Rent contribution to parents and large families” was possible thanks to the contribution from Fondazione Roma di 1,000,000 euros. These resources will go to finance the announcement that the Campidoglio will announce in favor of large families (two or more children), in economic difficultieswhich include children born between 2023 and 2024 and/or minors with disabilities.

As explained in a note, the project follows what is foreseen in the “Strategic Plan for the Right to Housing 2023-2026” which, alongside a policy of expanding the number of public residential buildings (Erp) provides housing welfare measures for the middle class in difficulty. An instrument that entered into crisis starting from 2023, due to the failure to refinance the Regional Government’s opinion of the Regional Fund to support access to rental housing and the Fund to support innocent defaulting tenants.

The requirements to access the rent contribution

The economic contribution envisaged by the agreement between Roma Capitale and Fondazione Roma cannot exceed 1,000 euros for each individual applicant. According to the calculations of the Department of Heritage Valorization and Housing Policies, the available resources will be able to respond to requests for economic support from a pool of 1,000-1,200 families.

The public tender will be open to all families of Italian citizens, EU citizens or those with a valid residence permit, who live, work or study in Rome.

In particular, the measure is aimed at families:

  • in which there are two or more minor children or a minor child with a disability or who had a child in 2023/2024;
  • who have a duly registered rental contract for residential use;
  • who are not owners of accommodation suited to the needs of the unit or assignees of ERP accommodation;
  • who have an ISEE of less than 14,000 euros on which the annual rent affects over 24%.

Gualtieri: “We will make one million euros available to help Roman men and women who struggle to pay the rent”

The mayor of Rome, Roberto Gualtieri, explained: “Before there was a state fund to support families in difficulty with rent, now it no longer exists. We will do it, with the resources made available by the Rome Foundation, which I sincerely thank. We will make one million euros available to help Roman men and women who struggle to pay the rent, giving priority to large families or those with a disability. These are, according to an analysis carried out by the Department, the most exposed ones and need to be supported urgently. After having recovered and paid to the citizens all the funds of the Rent Contribution of the previous years, guiltily left unused until our arrival, Rome compensates for the Government’s void by placing itself alongside the families”.

Parasassi: “The rental emergency in Rome risks becoming a drama for thousands of families”

The president of the Rome Foundation, Franco Parasassi, stated: “The Rome Foundation has always been committed to providing its support to people in difficulty and in a state of economic fragility. The rental emergency in Rome risks becoming a drama for thousands of families, especially larger ones or those with children who require continuous assistance. For this reason, in the spirit of solidarity and subsidiarity that characterizes the Foundation, we have decided to collaborate with Roma Capitale and make resources available for one million which will be operationally managed by the Department of Heritage and Housing Policies. A concrete help for the daily lives of many people, to support those who can barely pay the rent at the end of the month”.

Zevi: “We need investments for new public housing and immediate measures to stem the emergency of all those who don’t know where to spend the night”

The councilor for Heritage and Housing Policies, Tobia Zevi, underlined: “Our most recent research indicates a frightening fact: having children represents the main cause of precariousness or a real housing emergency. The more there are, the worse the situation. In this sense, our initiative was born precisely from the firm belief that having the possibility of building a family is a need for every community that wants to think about its future. However, a rethink is needed at Government level, the housing crisis is growing every day and evictions of people who are no longer able to pay the rent are multiplying. Investments are needed for new public housing, but immediate measures are also needed to stem the emergency of all those who literally don’t know where to spend the night.”
