Green light from the Ministry of Business and Made in Italy to the decree regulating the methods of access to “Net Zero, Renewables and Batteries” development contractsmade available thanks to the resources deployed by the Pnrr.

“With this extraordinary measure we concretely support the transformation of our companies in facing and winning the challenge of the dual transition, digital and green. A significant allocation, which is added to the resources planned for Transition 5.0, which will accompany our production system towards a more sustainable economy, promoting innovation, competitiveness and the creation of value” declared the Minister of Business and Made in Italy Adolfo Urso.

What are they and who can benefit from them? How much is due and what are the delivery times? Let’s see in detail.

1.7 billion to companies in development contracts thanks to the Pnrr

The Mimitthe Ministry of Business and Made in Italy of the Meloni government led by the minister Adolfo Urso published the decree regulating the methods of access to the so-called “Net Zero, Renewables and Batteries” development contractsfor further 1.7 billion of euros (1,738,770,155 to be precise) which derive from the Pnrr funds.

These are resources that serve to facilitate the energy transition, and which follow the European Union’s green light in March on the basis of the temporary crisis and transition framework for state aid.

How much is due to businesses

Specifically, it is 1,739 million euros, of which at least 40% intended for projects to be implemented in the regions Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily. In particular:

  • 1 billion and 225 million euros from the allocation referred to in Measure M1C2 – Investment 7, sub-investment 1 of the Pnrr
  • 513 million and 770,155 euros from the allocation referred to in Measure M2C2 – Investment 5.1 of the Pnrr, with the following breakdown:
    – 308 million and 620,842 euros for the development of technologies photovoltaic and wind power
    – 205 million and 149,313 euros for the development of the manufacturing sector batteries.

The decree effectively establishes the methods and deadlines for submitting applications for access to incentives for investments aimed at strengthening the production chains of devices useful for the ecological transition, through the instrument of Development Contracts.

What are development contracts

THE development contracts they are the way in which Invitalia supports the large investments in the industrial, agro-industrial, tourism and environmental protection sectors.

The minimum investment required is 20 million of euros, which is reduced to 7.5 million of euros for projects for the transformation of agricultural products and for tourism projects located in the internal areas of the country, or which involve the recovery of abandoned structures. For large strategic projects with a significant impact on the production system, an ad hoc task force is then created.

As of 1 February 2024, 434 large investments have been financed, for a total value of 17.7 billion euros, and 260,450 jobs have been safeguarded.

Which programs are funded

To be eligible for financing, development contracts must have as their object the creation, on the initiative of one or more companies, of an industrial development program or a development program for environmental protection, for the implementation of which one or more development projects are necessary. investment, and possibly, research, development and innovation projects that are closely connected and functional to each other, with a view to strengthening the production chains of devices useful for the ecological transition.

Development programs must concern projects capable of determining additional production or recovery capacity compared to the existing one.

Mimit includes these in the list useful devices for the ecological transitionto:

  • the production of key components and the machinery and equipment involved in the production of the devices. To access the benefits, the productions must be used mainly as a direct input for the production of the devices and the applicant company is required to demonstrate, when submitting the application, that at least 50% of the turnover generated by the program will be achieved with companies that produce the devices themselves
  • recovery of critical raw materials for the production of key devices and components.

How and when to apply

Companies can submit applications at the Invitalia desk, which manages the measure on behalf of the Ministry, starting from 12.00 on June 27th.

The platform will be open to both new Development Contract applications and applications already submitted to the Agency, whose facilitation process has been suspended due to lack of financial resources. In the latter case, the applications must contain the elements necessary to allow the verification of possession of all the requirements established by the decree.

Applications for benefits can be submitted to the Agency only and exclusively with the methods and models that will be made available in the specific form. section dedicated to Development Contracts on the Invitalia website itself.
