The new decree of the Ministry of Agriculture provides for the provision of non-repayable contributions and the recognition of subsidized mortgages for the financing of projects aimed at improving the company.

Young people and women in agriculture: non-repayable grants and subsidized mortgages are on the way

Published on Official Journal no. 86 of April 12, the new one decree of the Ministry of Agriculture, Food Sovereignty and Forestry which regulates the granting of new incentives dedicated toyouth and female self-entrepreneurship in agriculture.

The provision provides for the provision of non-repayable contributions And zero interest subsidized mortgages for interventions aimed at improving the company’s infrastructure, performance and global sustainability.

Specifically, these are concessions already foreseen byarticle 10, paragraph 1of the legislative decree n. 185/2000 and which according to the provisions of the new decree apply to the following subjects beneficiaries.

They can access the benefits micro and SMEs of any form that take over the management of a whole farmwho have exclusively carried out agricultural activities for at least 2 years.

These must present projects for the development or the Consolidation of the company through initiatives in the sectors of production and of transformation And marketing of agricultural products.

Businesses must possess the following requirements:

  • be established no more than six months from the date of submission of the application;
  • carry out exclusively agricultural activities;
  • be administered and managed by a young person between the ages of 18 and 41 or by a woman, with the qualification of professional agricultural entrepreneur or direct farmer (in the case of companies these individuals must make up at least half of the shares);
  • have already taken over, even by inheritance, for no more than six months from the date of submission of the application;
  • have operational headquarters on the national territory.

They can also apply micro and SMEs that they present projects for the development or consolidation of initiatives in the sectors of production and of transformation And marketing of agricultural products, active for at least two years.

In this case they are requirements the exclusive carrying out of agricultural activity, the operational headquarters in Italy and the administration/management by young people or women are necessary.

L’transferring company must be registered with the Chamber of Commerce, Industry, Crafts and Agriculture, have a VAT number and legitimate ownership of the company for at least 2 years.

Incentives for young people and women in agriculture: benefits granted and application methods

For the realization of projectsas anticipated, the following are granted:

  • subsidized mortgages at zero interest, with a maximum duration of 10 years (including the grace period and an amount) not exceeding 60 percent of the eligible expenditure;
  • a non-repayable contribution up to 35 percent of eligible expenditure.

Projects involving a maximum investment of 1.5 million euros and which involve achieving at least one of the following goals:

  • improving the performance and overall sustainability of the agricultural holding, in particular through a reduction in production costs or the improvement and reconversion of production;
  • improvement of the natural environment, hygiene conditions or animal welfare, provided that it is not an investment made to comply with European Union standards;
  • creation and improvement of infrastructures related to the development, adaptation and modernization of agriculture, including access to agricultural land, land consolidation and reorganization, energy efficiency, sustainable energy supply and energy saving and water;
  • contribution to climate change mitigation and adaptation, including through reducing greenhouse gas emissions and improving carbon sequestration, as well as promoting sustainable energy and energy efficiency;
  • contribution to the sustainable circular bioeconomy and promotion of sustainable development and efficient management of natural resources such as water, soil and air, also through the reduction of chemical dependence;
  • contribution to halting and reversing biodiversity loss, improving ecosystem services and preserving habitats and landscapes.

I am I am eligible to the following concessions expenses:

  • feasibility study, including market analysis;
  • agronomic and land improvement works;
  • building works for the construction and improvement of real estate;
  • charges for issuing the building permit;
  • purchase of new factory machinery and equipment including systems and connections;
  • design services such as architect, engineer and consultant fees;
  • multi-year assets such as purchase and development costs or rights to use computer programs, clouds and similar solutions and acquisition of patents, licenses, copyrights and trademarks, purchase of multi-year plants;
  • Furthermore, for the primary agricultural production sector, the following are eligible:
    • the costs for non-productive investments connected to specific environmental and climate objectives;
    • costs for investments in irrigation;
    • costs for investments linked to production, at farm level.

THE intervention ceilings are specified in detail in the full text of decree February 23, 2024.

In admission applications to the benefits is necessary indicate:

  • the name and size of the company, specifying the subjective requirement;
  • the description and location of the project;
  • the list of eligible expenses;
  • the amount of financing necessary for construction.

The agricultural entrepreneurs must submit the requests to ISMEA according to the mode which will be communicated in the next 30 days.

Following acceptance of the application, the beneficiaries are required to send the documentation necessary for the stipulation of concession concession contracts. For all details please refer to the full text of decree.
