URGENT REQUEST TO START PROCEDURES FOR THE STABILIZATION OF PRECARIOUS STAFF AT ASL BRINDISI

The undersigned Trade Union Organization, representing workers in the healthcare sector in the province of Brindisi, finds itself forced to publicly denounce the serious stalemate situation that has arisen at the ASL of Brindisi regarding the procedures for stabilizing temporary staff. Given that:1. Legislative Decree no. 75/2017 (so-called Madia Decree) introduced measures aimed at overcoming precarious employment in public administrations, including the healthcare sector;2. The 2022 Budget Law (L. 234/2021) has further extended and strengthened the possibilities for stabilizing temporary staff in the NHS;3. The Puglia Region, with the Resolution of the Regional Council for the 2024 and 2025 recruitment plans, has provided application guidelines for the stabilization procedures of temporary staff of the SSR; Considering that: 1. The ASL of Lecce has already started the procedures for stabilizing temporary staff, both in application of the Madia Decree and the Budget Law;2. The ASL of Brindisi, on the contrary, has not yet undertaken any concrete action in this sense, citing the need for unspecified “authorisations from the Region”;3. This situation creates an unacceptable disparity in treatment between workers in the same sector within the same region, in clear violation of the principles of equity and non-discrimination; Noting that:1. The continuation of the condition of job insecurity has serious repercussions not only on the professional and personal lives of the workers concerned, but also on the quality and continuity of the health services provided to citizens;2. The stabilization of temporary staff represents not only an act of justice towards workers who have been providing essential services for years, but also a strategic investment for the strengthening and efficiency of the local healthcare system; All this having been said and considered, the FP CGIL of BrindisiASKS1. The immediate start and without further delay of the stabilization procedures for all eligible temporary staff, both on the basis of the Madia Decree and the Budget Law; 2. The urgent convening of a technical table with the participation of trade union organizations to define the times, methods and criteria of the stabilization procedures; 3. The preparation and sharing of a detailed timetable which provides for the conclusion of the stabilization process no later than 31/12/2024;4. An urgent meeting with the General Management of the ASL Brindisi and the Health Department of the Puglia Region to clarify the nature of the presumed necessary “authorisations” and remove any possible bureaucratic obstacle;5. Maximum transparency in all phases of the process, with the regular publication of updates on the progress of the procedures. REFRAIN THE ASL of Brindisi from further procrastinating the start of the stabilization procedures, reserving the right, in case of further inertia, to undertake all the trade union and legal actions necessary to protect the rights of the workers represented. EMPHASIZES how precarious employment in the healthcare sector represents not only a violation of the fundamental rights of workers, but also a serious obstacle to the efficiency and effectiveness of the healthcare system as a whole. Job stability is a conditio sine qua non to guarantee high quality standards in healthcare services, continuity of care and the full development of professional skills. The time has come to decisively address this problem, investing in human capital and the stability of our healthcare system. The FP CGIL of Brindisi reiterates its unconditional commitment in the fight against all forms of job insecurity, for a strong, efficient public health service that respects the rights of all its operators.
